The crop failures and panics may retard the pay ment, and changes in the tariff may re duce the income of the government from the $410 000,000 est mated as the receip s of the present fiscal year hut economy may effect a correspond ing reduction in the $395 000,000 ex penditures of die government, estimated as the cost of the n itional establish ment for the year ending with June 30, 1883, so that the end of the public debt may precede the eud of the cen tury.
