Atlanta, Ga., Sopt. 1 211a, lss:5.— 1 intimated in my last letter to your paper, that it was probable that the views of Mr. Wimberly, of Burke, upon the subject of general education, would he adopted by Mr. Calvin, of Richmond, the chairman of the Educational Committee of the House, as a substitute for all the questions on that subject pend ing before that body. It gives me pleasure to state that they were so embodied, and presented to the consideration of the House on yes terday, in the shape of a substitute for House Bill, No. 171, which orit/inal was introduced by Dr. Ed. A. Perkins ofour county. 1 append below the full text of the substitute, which will prove interesting mat ter for all your readers, both white and colored, inasmuch as it is upon it popular and important subject, and one that bids fair to invite and claim the attention of all classes and conditions of citizens. To be put if (i'(l an Art to impost’ (<» annual lax of onr-fenth of one per ecu turn on the taxable propeeti/ of this State, for the purpose of inereasint/ the fund foe the supprt of common schools: to provide for the distribution of the moue/js a eisi up from the tax,and for other purposes. Section l. Be it enacted by the (ieuernl Assembly of this State, and it is hereby enacted by the authori ty of the same, That for the purpose of increasing the fund for tlie sup port of the common schools an an nual tax of one-tenth of one per centum shall he assessed and col lected on the taxable property of (Ids State. Sec.IL licit further enacted by the authority aforesaid, That the said tax shall he assessed and col lected annually, at the time that other State taxi's are assessed and collected, and by the same officers that assess and collect other State taxes, mul under instructions to be given by the Comptroller-General. When said tax is collected as afore said, tlie net amount realized in each county shall he turned over to the County School Commissioner of the county, or other legal custodian of the school fund thereof, to he ap plied under the direction of the local school authorities, as hereafter provided. Sec. 111. lie it further enacted by the authority aforesaid, That the Tax Collector of each county in this State shall keep seperatc ac counts of all the moneys derived from taxation under this Act, on the property respectively of white and colored persons; he shall like wise keep seperatc accounts of all moneys derived from the poll tax, paid respectively by white and colored persons. And nil the mon eys derived under this Act, from the property of colored persons, together with the poll tax paid by colored persons, as aforesaid, shall he set apart and devoted to the ed ucation of colored children, exclu sively, in the counties respectively in which said moneys are collected. To the said fund so created for the education of the colored children, ns aforesaid, shall be added the pro rata share of the colored peo ple in the existing State public educational fund, as apportioned each year by the State School Com missioner. And the moneys thus set apart shall constitute the fund for the maintenance and support of the schools for colored children, ex clusively, in each county in this State, respectively. And all the moneys derived under this Act from the property of white persons, together w ith the poll tax paid by white persons, as aforesaid, shall be set apart and de voted to the educa tion of white children, exclusively, in the counties, respectively, in which said moneys are collected. To the said fund so created for the education of the white children, as aforesaid, shall lie added the pro rata share of the white people in the existing State public education- id. fund, as apportioned each year by tin 1 State School Commissioner, And the moneys thus set apart shall constitute the fund for the maintenance and support of the schools for white children, exclu sively, in each county in this State respectively. Sec. IV. Be it further enacted by the authority aforesaid, That in the counties where there is a local, municipal school system, separate from the county system, the moneys raised within the limits of the municipal corporation shall he turned over to the legal custodian of the school fund of said corpora tion, and shall he applied to the support of the schools inside of the coriiorate limits, in accordance with tin* rule of distribution pro vided for in (he preceding section of this Act, white that raised out side the corporate limits shall be turned over to the County School Commissioner of said county, to he applied, under the direction of the County Board of Education, in ac cordance with the rule of distribu tion, as aforesaid, to the support of the schools of the county located outside the limits of such municipal corporation, as specifically provided for, and required by this Act. Sec. \\ Bo it further enacted by the authority aforesaid, That the schools for the white and the colored children, contemplated and provid ed for in this Act, shall he kept separate, and shall be as nearly uni form as practicable throughout the .State, as to length of school term, (qualifications of teachers and gene ral school facilities. Sec. Vi. Be it further enacted by the authority aforesaid, That the provisions of this Act shall go into effect In the fiscal year, lhH|, and he operative in said year, and annually thereafter. Sec. But the question is hypo means dead. Far from it. The idea has al- reudybeen engrafted upon the public mind, and it but remains tor other hands to deepen the impression. That the present public-school sys tem is a farce and a fraud, is well- established; that the people desire a change, is also admitted. The only questions that remain unset tled are, who will change it, and how. Mr. Calvin, assisted by the Representative from Burke, has I succeeded in entering the wedge, and the future only can tell who will be brave enough to apply the mail. A careful reading of the i above, besides giving a good insightj into the question, will amply re ward tho reader for the time spared.j The stock-law bill, by lias been withdrawn by himself. Perhaps lie has acted wisely in withdrawing a hill, that became prematurely so obnoxious ton large portion of his constituents. \\ hat- ever may he tho merits or demerits of the Act, in itself considered, it seems plain that the will of the people should he consulted; and il in conflict with one’s own individ ual judgment, the preference should he given to the people, and not to one’s own opinion-—no matter how honest and sincere one’s con victions may bo.
