and best Democratic papers pub
lished in the United States, has the
following to say upon the tariff
question which so perfectly reflects
our own views upon the subject
that we reproduce it without com
ment or alteration:
Let us understand the differen
ces upon this question fully and
accurately. There can be no doubt
that the tariff of the present Re
publican party makes protection
its object, and so far as revenue to
support the government is concern
ed, that is made a secondary and
purely an incidental matter. In
deed this is publicly avowed by
many of their leaders, and it is ful
ly shown in the fact that they collect
from one to two hundred million of
dollars a year more money than is
needed to pay the expenses of the
government. If the controlling ob
ject of their tariff was revenue, the
amount collected would be limited
to the expenditures of the govern
ment. Hut as the object is protec
tion, the tariff is laid tor that pur
pose, regardless of revenue or what
is required for public expenditures.
This is plain and undeniable.
Now, the object of the Democratic
tariff is revenue to support the gov
ernment economically administer
ed, and is limited to that purpose:
and the protection which it affords
is simply incidental to the selection
of the articles upon which the tariff
is laid, so that the difference be
tween the two parties on this
subject consists in the fact, that
while the controlling object of the
tariff of the Republican party is
protection, making revenue simply
incidental, and collecting hundreds
of millions of dollars more than is
needed to support the government.
The Democratic party makes reve
nue to support the government its
object, and is limited to that pur
pose, while at the same time it is
laid with a view to equality in the
public burdens, and also the protec
tion of home productive* industry
and labor without creating monop
olies or giving unjust advantage to
any. This is the manifest and un
deniable difference between the two
parties on the tariff question.
The Democratic party has always
since the days of Jefferson insisted
on an economical administration of
the government, while the opposi
tion to it has always labored to en
large the operations and expendi
tures of the government.
