against the South. Senator Ed
munds, of Vermont, has visited the
South several times since the war,
and has received the utmost kind
ness and consideration from our
people, all of which he repays with
vituperation and abuse. Therefore,
while the South is under no obli
gations to old Edmunds, and when
he comes our people should let him
violently alone. Let him pay his
hotel bills and incidental expenses
and return home unnoticed and
unmolested. When malignity
takes possession of a man’s heart,
kindness will not assuage or change
his evil designs.

The United States has been
again insulted. Not long since our
government was grossly insulted
by the miserable liitle negro gov
ernment of llayti. An unarmed
American vessel was stopped on
the high seas, and her officers and
crew treated with the utmost in
dignity by the only armed vessel of
that government—if government
it can be called. The United States
authorities have done nothing to
repair this insult. And now comes
the information that an American
citizen has been taken from on
board of an American vessel in the
Cuban waters by an armed Span
ish force, and has been incarcera
ted in a Spanish dungeon, and that
too for no offense against tin* Span
ish laws. While this citizen lan
guishes in a Spanish dungeon, and
is suffering all the cruelties, the re
finement of which a Spaniard only
knows how to make excrutiating,
Congress sits serene to wrangle
over the question of who shall he
President, and we apprehend that
this citizen, unfortunate in owning
allegiance to so imbecil a govern
ment, will be allowed to remain
in chains and darkness until death,
induced by Spanish cruelty, shall
come to his relief, while the gov
ernment will never put forth a
hand to protect its citizen or vindi
cate its honor. The simple state
ment of the ancient Romans, “/‘o-
mana circs sunt,” w as sufficient to
cause the most powerful govern
ment to draw hack the hand of op
pression, because the world knew
that the humblest citizen of the
great Roman empire could put the
whole power of the government in
motion for his protection. Even
savage nations respected the Ro
man citizen. Be it spoken in the
praise of England that she will pro
tect her citizens, and if Col. Nunze
had been ah English citizen, and
had been taken from the deck of
an English vessel, long before this
time a fleet of iron-dads would
have been there with a demand—
not a request—that this citizen of
English allegiance he placed at lib
erty, and full indemnity made, or
take tlu> consequences of England’s
wrath. American citizens have
more than once been compelled to
claim British protection because
they knew that their own imbecil
government would not afford them
the needed protection. A few
years ago, when these same Span
ish authorities were murdering the
crew of the American steamer Vir
ginias by squads, a British naval of
ficer, horrified at the cold blooded
murders which were being commit
ted in open daylight before his eyes,
and disgusted with the weak, tardy
inaction of the United Stales govern
ment, turned his broadside upon
these Spanish murderers, and in
formed them that the next murder
committed would be at the peril of
English shot and shell. The work
of death ceased, the Spanish au
thorities shrank back in fear of
the noble Briton, anil not another
murder was committed. And this
is the action of a government whiwh
calls itself great, but which any mis
erable combination of savages may
insult with impunity, and which
to-day holds its position among re
spectable nations simply e.r gratia,
and not by Its power and prompt-
ness to enforce its mandates.
