The first real cold wave of the sea
son struck us on Thursday morning,
and soon changed the pleasant nt-
inosphere into disagreeable cold.—
The cold continued to increase un
til this morning, with the wind
whistling from the north, it re
minds one of an Arctic expedition.
The ground is not yet frozen, but
if the cold increases a degree or two
more jt will bo frozen to-morrow
morning.
A dispatch from Chicago, dated
December 17, says: Reports from
all points west and northwest indi
cate the severest weather yet had
during the present winter. Trains
over all lines were more or less de
layed, and west of the Mississippi
snow storms are now prevailing,
and threaten to cause very serious
blockades. The polar wave extends
as far south as St. Louis, and heavy
snow storms and blizzards are re
ported throughout Iowa, Wisconsin,
Minnesota, Dakota and Montana,
as far west as the Rocky mountains.
In this city the thermom
eter ranged from two to seven
degrees below zero throughout the
entire day. The coldest point this
morning according to the signal
service was in Duluth. The tem
perature registered there was sev
enteen degrees below zero. The
cold wave is traveling eastward.—
East of Duluth the weather will
grow colder, and west warmer.-—
The agencies in this city presented
a pitiable spectacle early this morn
ing. The applicants lor relief were
unusually large, and according to
the report of the county agent, tin 1
want and suffering are considerably
greater than have been known be
foreinyears. One thousand eight
hundred families are now upon the
books of the county agent. The
agent of the Chicago Relief and
Aid Society says that rolling mill
men are now seeking relief, a class
of people who have not been known
as applicants heretofore.
11LAIMK WITHDRAWS.
Blaine has again rendered himself
ridiculous and exposed the true in
wardness of a corrupt soul before
the whole country, by formerly and
finally withdrawing his libel suit
against the Indianapolis Sentinel.—
The fact is he had no case, and lie
began the prosecution only for po
litical effect, with the hope that
it would arouse public sympathy.—
It was all to no purpose; the elec
tion is over, and he failed. We
have not the slightest idea, after ho
found the defendants so well pre
pared to substantiate their charges,
that he ever intended the case
should come to trial. Mr. Blaine is
too shrewd a lawyer not to know
that under the proof which he was
aware would be presented by the
defendants that his cause was a
hopeless one. The reason which
he says induced him to withdraw
the suit, to-wit: “That he could
not get justice from Indiana Dem
ocrats,” is as contemptable as the
source from which it eminated.—
It is to be supposed that Blaine
was exactly in the fix in which the
Irishman found himself, and to
whom the judge promised that jus
tice should be done. The Irishman
replied, “bej^bbers, yer Honor,
that’s just what I don’t want.” It
was the phantom of Justice which
haunted Blaine’s soul and which he
did not want, and to avoid which
caused him to stop proceedings
the investigation of which would
have uncovered conduct that would
have caused the cheek of an Alge
rine pirate to blanch with shame.
But Mr. Blaine’s suit is among the
things that were, and he relegated
to oblivion. Let him drop.

End of » Notable Life—Ills Connection with Various
Institutions.
Baltimore American Nov. 30th.
Dr. Harvey I., Ilyrd, a prominent physician
of thin city, died at Ills home, No. 127 Arling
ton nvtnne, at 2 o’clock yesterday morning.
His death was caused by nentc pneumonia,
from which he hnd been suffbrlng for about a
Week. On Saturday last serious symptoms
began to manifest themselves, and his condi
tion grow steadily worse from Hint time. Dur
ing his brief Illness, Dr. Ilyrd was attended by
Drs. W. Chew Van Bibber, 7. It. Wiley and
ft. Halstead Boylund. Dr. Byrd was born at
Salem, S. C., in 1320, and was educated at
Emory college, On.,where the honorary decree
of A. M. was conferred upon him. Soon after
he entered the Jcll'orson Medical College, and
received the doctor’s degree in 1SI0. Subse
quently, In 1817, ho also received Ids degree
from the Philadelphia Medical University.
Ho began his practice of medicine at Salem,
S. C., and afterwards removed to Georgetown,
S. C. At this place, and also at Savannah,
Gu., lie was engaged in the prucMco of medi
cine for a number of years. During this period
of Ills life ho was married to Ills tlrst wife, Miss
Adelaide Do/.ler, thodaughter of Hon. John
Hosier, of South Carolina. During tho civil
war ho was engaged as a surgeon in tho Con
federate army. Taking up Ills resilience In
Baltimore al ter the war,lie engaged In a move
ment to reopen the Washington Medical Uni
versity In this city, which had been closed for
several years. In this project lie was assisted
by Dr. Tims. E. Bond, who bad been a mem
ber of the late faculty, Dr. Warren und others
Dr. Byrd was elected donn of the faculty. Tho
university was opened again under this new
management, and entered Immediately upon
a very successful career. In tills school Dr.
Byrd occupied the clmir of mutorla mcdloa,
therapeutics and obsterles.
From 1872 until 1873 ho held the position of
professor of the diseases of women und chil
dren hi tho College of Physicians and Sur
geons. This college was established five or six
years after the reopening of the Washington
University. Ho withdrew from the latter
school In 1872 to unite with several other phy
sicians In establishing the present college.—
Among tho other positions which lie hold
were those of membership In the Mouth Caro
lina Medical Association, thoUoorgln Medical
Association, the Baltimore Medical Associa
tion and the Oymceology of Boston. Ho was
also aco-edllor with Dr. M. Wllkcruon of the
Jiulapeiulent Pravtiliuitrr, a monthly devoted
to medicine und dentistry, established In 1880.
In medical literature lie became woll known
through a large number of papers which lie
contributed to the Charleston MnUcal JdhyhuI

Uieul Hejnirter and other periodicals.
Five years ago, with six other gentlemen,
ho Incorporated the Baltimore Medical Col
lege, mid secured a suitable building on North
Pmui street. Several of the incorporators
withdrew, and their places wore Hlled by oth
ers. About six months ago a rupture took
place among the members of the faculty Hint
uniting the Incorporators, uml one faction,
headed by Dr. Win II. Monroe, buvlngln their
npssosslon the charter of the Institution,
located on Linden avenue, mid the other,
under the leadership of Dr. Ilyrd, established
it school on Must Bull I more street. Dr Ilyrd a
short time ago brought suit against Dr, Mon
roe ami the miter’s Hupporlcrs for a w rit of re

the college. The case was heard before Justice
MeCawley, ami a decision was rendered for
the defendants. Dr Byrd died pending Judg
ment. on an appeal which he proposed to take.
Dr. Byrd wait for a long time one of the chief
members of the Aryan Hitler of America, and
was at the time ollilu death one of Iti Bupjcmy
Council. This association had for Its object
the establishment of n peerage In \ morion

lutionary worthies and representatives of
English nobility living In tills country.
' Dr. Bvrd's second wife was Mrs. Florence
Newton Byrd. By Ills first wife ho leaves a
son, now til the banking business In Ibis city,
anil a daughter,living at present In California,
llis funeral will lake place this afternoon at 2
o’clock. Ignition Park will be the place of In
terment. The funeral services will be con-
aticled by Rev. Dr Campbell Kali',assisted by
Rev. Dr .1. J. Sams and Rev. .Samuel MeLan-
nlian. The pall-bearers will be Drs. W. Chew
Van Bibber, G. Halstead Boylund, J. .1. Chis

ploy necessary teachers for said schools, and
to do all things necessary to carry nut the

further directed that your petitioners apply
to the Court leaving jurisdiction lor corporate
powers, ami that your pelltioners report
their acts und doings annually, and that, said
Association reserves the right to select an
nually trustees for the accomplishment of
the purposes herein set forth. Wherefore

rated under the name of the Walker Associ
ation, with their place of doing business at
Waynesboro, Burke county, Georgia, and for

their successors in said trust be granted the
