A Much Needed llorne.
It is quite evident to all who have
made any study of horse breeding,
that the tendency in this, a ? in ev
ery other country, is to breed to a
type, not of general utility, hut of
some specialty. In England the
thoroughbred horse, it is claim
ed, has degenerated, and now has
much less weight, staying powers,
or strength, and it seems to he get
ting to ho difficult even in that
country of line horses, and horse
back riding, to And animals adapt
ed to hunting or roadster purposes,
(n this country, we have been
oreeding for more than one gene
ration at least, in the direction of
fast trotters almost exclusively.—
Recently the heavy horse lias been
having his boom,, but are we not
giving too much attention to mere
weight, irrespective of quality?
The horse of medium weight and
height, strong, compact, enduring,
and possessing enough thorough
bred blood to give him spirit and
stamina is a rarity, and yet no
more useful animal can lie found.
The need ot such horses in England
is calling out a good deal of corres
pondence in the agricultural pa
pers, and the Hackney Stud Book
Society’s tlrst show, in London,
March 3d and 4th, was held to stim
ulate the breeding of such horses.
The French government inspectors
report increasing difficulty attend
ing the securing of general utility
horses in England, or indeed in
European markets generally.—
These facts certainly open up a
large and protitable field of enter
prise for American horse breeders
whose great skill in breeding
would equal their enterprise. A
correspondent in the Lire Stock
Journal, (English) suggests that
well bred draft stallions, carfully
selected, of course, should be cross
ed on stylish thoroughbred mares.
Nowhere in the world does the op
portunity exist to so great an extent
as in America to raise the future
horse supply of tiie world, but as we
have before had occasion to re
mark, the breeders must ascertain
the character of the demand, and
breed to supply it.

The CouimlMNlouer of Agriculture.
There seems to have been no sin
gle office among the many for
which hosts of applicants have
been in person, or by proxy, pes
tering the president and the heads
of departments at Washington,
which so many persons have thought
themselves capable of filling, as that
of commissioner of agriculture.
There is but one wa>*to account for
this, and that is, the character of
the men that have been generally
selected for this most important
post. Take them as they run, with
the exception of the first, Gen. Cap-
ron, who, alone of the whole list,
was worthy of the place, and they
indeed present a sorry aggregate
of mediocrity. Yet of all the de
partments of the government, we
can think of none more important,
or requiring a more efficient and"
capable chief. That the office lias
never yet been regarded as of the
importance it deserves lias not only
been shown by the class of persons
selected to fill it, hut by the salary
affixed to it as compared with that
paid other high officials of the gov
ernment.
The commissioner of agriculture
gets $4,500, being $500 less than the
commissioner of pensions, and only
$500 more than the pension agents;
$1,000 less than the director of the
geological survey; $500less than the
superintendent of the census office,
and $500 less than the commission
er of the District of Columbia, and
yet the duties of his office are im
measurably more important than
any of these. Besides the qualifica
tions necessary for all these other
officers, namely, good sense, busi
ness experience, and good execu
tive abilities,the commissioner of ag
riculture should lie a man of broad
brains, familiar with the agricultu
ral interests of tin? country, a man
of more than ordinary educational
advantages, and a fair knowledge,
without being a specialist himself,
of the special departments, such as
entomology, botany, chemistry, etc.,
for the appointment of whose
chiefs he is responsible. Moreover,
he should be a man of judgment
and reason, able to pass judgment
upon many important questions
seriously nffeotiong the interests
under ids charge, which are liable
to come up at any time, arising
from various causes, such as insect
pests, contagious diseases, diversi
ties of climate and soil, difficulties
of transportation, and complica
tions of home and foreign markets.
In other words, while many other
officers, as well or hotter paid than
he, need only the talents necessary
to he good chief clerks, or execu
tive officers, he requires to fill the
place of head of a department as
much as if ho was independent of
the secretary of the interior, to
whom lie is nominally subordinated.

The papers throughout the state,
daily, weekly, city, country and
professional agricultural, are all
without) accord urging our farmers
to shorten their cotton crops, and
plant provision crops. It is strange
they will not see their error.
