Appropriation.
Atlanta, Jan. 26 —The state militia
of Georgia, aggregating 4,000 men, is
to be uniformed at once and for the
first time ia the history of the militia
the bit! is to be paid by the state.
Tne cost of providing complete uni
forms for five regiments of infantry,
one regiment of cavalry, two battalions
of naval militia and two batteries of ar
tillery will cost from §..’5,000 to §30,000.
The uniforming of the s-ate troops is
a matter Governor Candler has had un
der advisement since the first of the
year and yesterday he notified Assist
ant Adjutant General Phiil Byrd to
proceed at once securing the measure
ments of the men.
The federal government makes an an
nual appropriation of §400,000 to equip
and maintain the National suard in the
various srates of th9 Union and this
amount is apportioned to each state ac
cording to its representation in con
gress. Under this appropriation Geor
gia receives annually the sum of §11,-
000.
The appropriation for last year is
stili credited to the state at the war de
partment ana on July 1 the appropria
tion for this year will become due. mak
ing a total of §12,000 additional to a
surplus of §3,000 or §4.000 of a former
appropriation not disposed of.
This is the fund to be used in uni
forming the men.

dence in Goebsi’s contest for the gover
nor’s chair, met last 1: g it and declared
him entitled to the governorship of
Kentucky. The boards made the fol
lowiug recommendation to the legisla

adopted bv this joint assembly, declar
ing said William Goebel governor-elect
of the commonwealth cf Kentucky for
the term commencing Dec. 12, 1899
“We decide rhat the said William
Gorbel has received rhe highest number
of legal votes and is adjudged to be the
person elected to said office of governor
for the term as pre-cribed by lav/.”
The report is signed by a l the mem
bers of the board, with the exception of
Representative Garbery. The report in
tho case of the contest for lieutenant
governor is identical, with the excep
tion of the names.
Site toil of Goebi-Fa Career.
William Goebel was born in a small
hamlet in Smlivan county, Pa. With
his father aud mother he went to Cov
ington, Ky., when quite a boy. He
studied law and afterwards became the
partner of Hen. John G. Carlisle, the
ex-speaker, senator and secretary of the
treasury. He was prominent as a mem
ber of the Democratic state committee
for years and was a regular attendant
at state conventions.

for these troops is the general assembly,
and while the general assembly is in

preservation of peace or the suppression
of domestic violence, except upon the
application of the general assembly, or
of the governor, when the general as

“ ‘The United States shall guarantee
to every state in this Union a republi
can form cf government, and shall pro
tect each of them against invasion; and
on application of the legislature or of
the executive, (wheu the legislature
cannot ho convened) against domestic
violence. ’ ”
As to the report that an injunction
will be anplied for in tbe federal courts

Philip Cook has been called npon to
rule in an official capacity upon the
status of the Philippine islands iu their
relation to tha United States, in answer
ing an application from one Allison D.
Gibbs for appointment as commissioner
of deeds for Georgia at Manila
Secretary Cook takes the position that
the Philippine islands are in no sense a
part of the United States.
The law of Georgia provides in sec
tion 120 of the code of 1895 that com
missioners of deeds for Georgia can be
appointed in any cf the srates aud ter
ritories of the United States and does
not, like the law of a good many states,
admit of the appointment of commis
sioners in foreign countries.
Under the law no appointment as
commissioner for Georgia can be made
in the citv of Manila unless it is shown
that the Philippine islands are a part of
the territory of rhe Untied States.

Nevin of the opera house has received a
letter from F. H. James, husband of
Julia Morrison James, asking for a date
here for the actress’ lecture on “The

Columbia, S. C., Jan. 31.—After a
two davs’ fight the house, by a 10 to 1
vote, passed the Patton bill providing
for a vote on a constitutional amend
ment permitting certain cities, Colum
bia, Cnarleston, Georgetown, Spartan
burg and Rock Hill, to increase their
bonded indebtedness to 15 per cent of
the assessed valuation of property, the
increase in the debt to be utilized in
public improvement.
