Farm Loan Program receives
$38.8 million in loan funds
From Staff Reports
While many lenders reduced
their overall lending during fis
cal year 2009, the Farm Service
Agency increased their lending to
agriculture customers by nearly
20% over previous years. In
2009, the 11 Georgia Farm Ser
vice Agency - Farm Loan Pro
gram Teams located throughout
the state made a total of 448 di
rect operating loans for $38.2 mil
lion and 26 direct farm ownership
loans for $5.3 million. In addi
tion, the Georgia FS A guaranteed
225 loans for a total of $81.07
Million for various lenders.
Annually, each state is allo
cated funds for loan making
based on previous years’ loans
and dependant upon the funding
allocated for the nation by con
gress. For fiscal year 2010, the
Georgia FS A has received an ini
tial allocation of $29.5 million for
direct operating loans and $9.3
million for direct farm ownership
loans.
Farmers and ranchers that in
tend to apply to the FSA for loan
assistance for the upcoming crop
year are encouraged to file their
applications as early as possible.
The earlier an application for loan
assistance is filed, the quicker the
FSA staff can process your re
quest. In addition, due to budget
constraints, farmers that wait un
til later in the year to apply, often
mn the risk of finding out that our
funding allocations have been uti
lized already.
FSA can make and guarantee
loans to applicants for buying and
operating family size farms and
ranches. Farmers may apply for
direct loans at their local FSA of
fice or USDA Service Center.
Guaranteed loans are available
from local commercial lenders
who apply for loan guarantees
from FSA.
FSA loan programs are de
signed to help family farmers who
are temporarily unable to obtain
private, commercial credit. In
many cases, these are beginning
farmers and social disadvantaged
farmers who have insufficient net
worth to qualify for commercial
credit. In other cases, they are
farmers who have suffered finan
cial setbacks from natural disas
ters, or who have limited re
sources with which to establish
and maintain profitable farming
operations.
In addition, FSA makes oper
ating loans to individual rural
youths age 10 through 20 to es
tablish and operate income pro
ducing projects.

Fall is the best time to plant new
perennials or divide and relocate
established perennials in the land
scape. By allowing the plant to
reestablish its root system during
October, November, and Decem
ber, perennials are then well-pre
pared to endure our winters. A
well-establish root system will
support rapid growth and optimal
flowering the following spring.
There are several reasons to re
locate or at least divide and plant
perennials. The main reason is that
many, if not most, perennials grow
into large lumps or colonies. Com
petition for nutrients, water and
root space tends to reduce the vigor
of the entire group.
Annuals beds, dug every spring,
tend to have good porosity and air
movement in the soil. Perennial
beds, though are usually left alone
and need attention about every
three years. Before you do any
thing, take a soil test to the County
Extension Office.
You can use a shovel to divide
really tough perennials such as
daylilies, phlox and swamp sun
flower. But you should divide
plants such as hosta, iris, cone-
flower, shasta daisy and other
more fragile, clump-forming pe
rennials by hand. Dig up the
clump at the edge of the dense root
system, knock off the soil carefully
and then feel through the root sys
tem for natural clusters or points
of separation. Each perennial is
different, but with a little feeling
around, it’s usually easy to do.
Pulling the clumps apart gently,
with increasing force, will give you
an idea if they come apart natu
rally or if you will need a hand
pruner to cut connecting roots. The
fewer roots you cut, rip or tear, the
less likely disease will get a foot
hold. Let fleshy roots, tubers and
corns dry out for a day before
transplanting. Replant and water
in soft fibrous roots as soon as the
bed is prepared. Be sure to pile up
divided perennials out of direct
sunlight.
Preparing the bed is simple. Add
the recommended amendment,
then till or dig to at least 12 inches
deep. Add only a very tittle nitro
gen to the soil so as not to push
new growth easily killed by frost.
Your perennial bed soil may look
mounded by 4-5 inches when you
finish. This is a good sign you have
done a good job. Rake the soil
evenly into a smooth, slightly
sloped mound.
Plant your perennials in the soft
soil. Do all you can to avoid com
pacting the soil with your knees
and feet. One way to do this is to
kneel on a piece of plywood as you
plant. Once the planting is done,
irrigate the entire bed with a sprin
kler for two to three hours. The bed
will settle some. Don’t worry. The
bumpy look will vanish by March.
After watering, cover the bed
with 3 inches of pine straw to re
duce erosion and rain compaction
and to keep the soil cool. This will
also prevent early warm-up and
premature growth.
Be sure to add 10-10-10 or a
similar fertilizer in late spring
when the new plants start grow
ing. Remember, to check the mois
ture in the newly dug bed. If we
have a dry spell, you may need to
water.

Pecans are for all seasons but
especially the holiday season. Add
pecans to your favorite bread or
muffin recipe, salad, dessert or
casserole. Just a handful of pecans
may even be helpful in lowering
cholesterol. Pecans are perishable,
but they can be kept in airtight
containers (shelled or unshelled)
in the refrigerator for up to nine
months or in the freezer for up to
two years. So keep these versatile
nuts on hand during the holidays
and everyday.
Old-Fashioned Chocolate
Fudge
2 cups sugar
1/3 cup milk
1/3 cup cocoa
2 TBSP corn syrup
!4 tsp. salt
2 TBSP butter
1 tsp. vanilla
'h to 1 cup chopped pecans
Butter a 9x5x3-inch loaf pan.
Combine sugar, milk, cocoa, com
syrup and salt in two-quart sauce
pan. Cook over medium heat, stir
ring constantly until chocolate and
sugar are dissolved. Cook, stirring
occasionally to 234 degrees on
candy thermometer (or until small
amount of mixture dropped into
very cold water forms a soft ball
which flattens when removed
from water). Remove from heat,
add butter. Cool mixture without
stilling (bottom of pan will be
lukewarm). Add vanilla; beat vig
orously and continuously 5 to 10
minutes with wooden spoon until
candy is thick and no longer
glossy. Mixture will hold its shape
when dropped from spoon.
Quickly stir in nuts, spread mix
ture evenly in buttered pan. Cool
until firm. Cut into 1-inch squares.
Makes 1 pound.
Cheese Crisps
1 cup butter or margarine, softened
2 cups shredded sharp Cheddar cheese
2 cups all-purpose flour
2 cups finely chopped pecans
Vi to 1 tsp. cayenne pepper
Cream butter and cheese. Add
remaining ingredients and mix
well. Shape into 2 rolls; chill. Slice
and place on baking sheets. Bake
at 375 degrees 10 to 12 minutes.
Cool on a wire rack. Store in an
airtight container. Yield: 5 dozen.
Hot Chicken Salad
2 cups chopped cooked chicken
1 cup chopped celery
Vi cup chopped green onions
1 cup mayonnaise
1 TBSP lemon juice
1 cup chopped pecans
Combine all ingredients except
pecans and pour into a \ 'A quart
casserole. Top with pecans and
bake in a 350 degree oven for 30
minutes or until thoroughly heated.
Yield: 6 to 8 servings.
Georgia Pecan Pie
3 eggs
1 cup sugar
1 cup light or dark corn syrup
1 tsp. vanilla
3 TBSP butter, melted and cooled
V/i cups coarsely chopped pecans (or
halves)
1 9-inch unbaked pie crust
Preheat oven to 350 degrees.
Place eggs in a medium mixing
bowl and whisk tightly. Add sugar,
corn syrup, vanilla and melted
butter. Stti' with a wooden spoon
to combine well. Stir in pecans.
Pour filling into prepared unbaked
pie crust. Bake 45-55 minutes, or
until toothpick inserted in center
comes out clean. Cool on wire
rack.
