Greenway
construction
will begin

Waynesboro’s long awaited greenway is just weeks from
construction.
Monday night, city council accepted a $692,000 low-bid
for construction of the two-mile exercise and biking trail.
Six bids were submitted, though none from local compa
nies, ranging from L-J Inc.’s low-bid to a $1 million-plus pro
posal from JHC Corporation of Palmetto.
According to city engineer Charlie Armentrout, the Colum
bia, S.C. based L-J Inc. should begin work by mid-February
and finish within six months.
The greenway will begin at City Hall, turn behind the Ex
change Club Fairgrounds to South Liberty Street and loop
through the woods behind the school and recreation com
plexes.
While some parts of the trail will make use of existing side
walks, new five-foot paths will be poured for the “in-town”
section and 10-foot trails will be constructed for the scenic
“cross country” portion which runs along the old railroad bed.
City Administrator Jerry Coalson said residents won’t have
to wait until this summer to start using the greenway - small
sections will be opened between now and then as they are
completed.
The project is primarily funded by a $650,000 Department
of Transportation grant, and additional grants are being used
to stabilize and renovate the old icehouse on Barron Street
which will serve as the trail head.
City officials will begin taking bids for the work in late
January and hope to put the building into use by this time
next year. If all goes as plans, the historic icehouse will serve
as an education center with city offices, a meeting facility
and public restrooms.
Waynesboro tax bills
expected next week
By Elizabeth Billips

Waynesboro property owners shouldn’t look for their tax bills
before Jan. 14.
If all goes as planned, the city’s tax notices will be mailed out
next Wednesday morning, directly after a 10 a.m. hearing to set
the millage rate.
At Monday’s city council meeting, officials indicated the rate
would remain at 10.
The approximate $1,060,000 in property taxes will be due in
mid-March.
Burke County’s tax notices were also late going out, but, ac
cording to a spokesperson at the tax commissioner’s office, should
be in most mailboxes by the end of this week.
They, too, are due in 60 days.
New flood map leaves
structures in high water
By Elizabeth Billips

Waynesboro officials are trying to revise a flood insurance rate map
that could drive up insurance premiums for at least 15 property own
ers.
In October, the Federal Emergency Management Agency (FEMA)
released its preliminary map and insurance study, in which around a
dozen homes and several businesses are sitting in the proposed flood
plain.
While the map is new, city administrator Jerry Coalson said the
contours used to create it are more than 50 years old and don’t take
into consideration any storm drains, retention ponds or other drainage
facilities installed in the last five decades.
Among the properties currently tagged as flood-prone are the Pe
can Grove housing developments, Wal-Mart and houses on McIntosh
Drive and Burton Street.
“I expect a lot of these will be removed from the map once (FEMA)
takes our information into account,” Coalson said.
FEMA also has an appeal process for any resident who feels his/her
property rights will be adversely affected by the flood map findings.
