12 felonies
EMT accused of fraud

A Burke County EMT has
been arrested for using federal
tax ID numbers, including the
board of commissioners’, to
open illegal charge accounts to
buy tools and fuel.
Michael Wayne Quick, 25, is
charged with 12 felonies, in
cluding five counts of financial
identity fraud and another seven
for financial transaction card
fraud.
According to Sgt. Dan Lowe,
an investigator for the Burke
County Sheriff’s Office, Quick
is not only accused of
using the county’s tax
number to open an ac
count with Northland
Tool Company - he
also pretended to be a
CEO for Goldberg’s
Furniture to establish
accounts with Shell and
Exxon.
“Golberg’s already had a tax
ID number, but he was able to
get another number under a
slightly different name,” Sgt.
Lowe said, adding that Quick’s
wife was once an employee at
the local furniture store but is

not a suspect in the

and Georgia.
Quick’s alleged
frauds date back to October and
also include an attempt to open
a Dell account with the
Goldberg’s tax ID number.
According to Burke County
Administrator Merv Waldrop,
officials were tipped off a
couple of weeks ago when a
Northland Tool Company rep
resentative called to report “sus
picious activity” - specifically,
that the account was established
over New Year’s weekend when
government offices are nor
mally closed. Waldrop said the
representative was also con
cerned that the shipping address
was a private residence in Burke
County.
Quick has worked for the
Burke County EMA since April
2005.
On Jan. 8, he was suspended
indefinitely without pay.

Woman arrested for human trafficking

A Waynesboro woman has
been arrested for human traffick
ing.
Burke County deputies took
Tomasa Ramirez-Garcia, 26, into
custody last Wednesday on a fed
eral arrest warrant issued through
Texas authorities.
Officers set out looking for her
at a residence off Highway 25 in
Keysville but found her living in
a home on Myrick Street in
Waynesboro, about four-tenths
of a mile from police headquar
ters.
According to Davlyn Walston,
public information officer for the
U.S. Attorney’s Office for the
Eastern District of Texas, de
tailed information will not be
released on the case until after it
is presented to the grand jury for
indictment, most likely within
several weeks.
Ramirez-Garcia was held at
Burke County Jail until Tuesday
when federal agents transported
her back to Texas.

Car not stolen; couple charged in wreck

A Waynesboro couple was
charged in connection with a
Highway 56 wreck after police
determined a car reported stolen
had not been.
Nikcidra Vishon White. 31, had
been under the microscope since
Jan. 4 when her rental car was
found abandoned at a violent
wreck scene near the intersection
of Bates Road.
According to state troopers,
witnesses saw two men in a Ford
Focus run away from the scene
after colliding with a car occupied
by Grant and Ann Young, both of
whom were injured. The wreck
also caused a power loss to
around 100 nearby homes.
Children trapped inside
Fire prompts criminal charges
About 30 minutes after the ac
cident was reported, White called
Waynesboro police and said her
Ford Focus was stolen from the
yard of her Jones Avenue home.
After interviews with investi
gators, she later admitted her boy
friend, Louie Gordon, 44, bor
rowed the car. She was charged
with false report of a crime.
State troopers charged Gordon
with leaving the scene of an acci
dent with injuries.

A Burke County woman was
charged with reckless conduct
after five children were trapped
in a burning house with burglar
bars and locked windows.
Tiffany Nicole Reid, 25, was
charged with five misdemean
ors Monday night after a small
fire started in the upstairs bed
room of her boyfriend’s home
on Keysville-Boggs Academy
Road.
According to Sgt. Dan Lowe,
an investigator for the Burke
County Sheriff’s Office, the
heat had stopped working in the
house, and Reid left her
boyfriend’s 13-year-old son in
charge of his four younger sib
lings while she went to get a
breaker.
Shortly after Reid left, a fire
broke out upstairs.
“There was an old space
heater in the children’s bed
room, and the five-year-old was
trying to warm her sister’s
jacket on it,” Sgt. Lowe said.
When the coat went up in
flames, the children tried to
leave but were blocked by dead-
bolted doors, iron security bars
and screwed-shut windows.
One of the children called
911, and the 13-year-old was
eventually able to open a win
dow and help his brothers and
sisters outside.
According to Sgt. Lowe, Reid
returned shortly after
firefighters arrived and opened
the house so they could extin
guish the flames. According to
his estimates, she had been
away from the house around 15
minutes.
“I’m very thankful there were
no injuries and everybody was
safe,” EMA Chief Rusty Sand
ers said. “It could have been a
disastrous situation for that fam
ily.”

Not-so-great escape
A Burke County teen who took offense to a
State Court ruling has too much time on his
hands now.
According to Waynesboro police, 19-year-
old Quashawn Phillips refused a state ap
pointed attorney and, despite numerous warn
ings from the judge, represented himself in a
bench trial last week for simple assault charges.
Judge Jerry Daniel found him guilty and sen
tenced Phillips to a year in jail.
"That’s when he decided he was leaving,”
Waynesboro police investigator Claude Wade
said, noting that Phillips threatened to "get”
the judge and hurled obscenities at nearby
police before making a bee-line for the door.
He was stopped short by a small crowd of of
ficers who were attending the court session and
arrested for escape, among other charges.
Poop and holler
An ex-lover left a disgusting deposit for his
former girlfriend.
Waynesboro police were called to Magno
lia Acres last Thursday after the woman re
ceived a phone call from her father’s children
who announced he was doing his private busi
ness on her back porch.
When she told him she would call police,
he told her there was no way of proving it was
his, the report said.
Officers photographed the fecal matter and
are currently trying to determine if the awful
act violated a restraining order placed against
the offender for a previous family violence
case.

CITY OF WAYNESBORO
REQUEST FOR PROPOSALS
Seated proposals from individuals and/or companies offering solid waste
collection equipment will be received by the City of Waynesboro, at City Hall, 628
Myrick Sheet. Waynesboro, Georgia 30830 until 11:00 a.m. EST on January 21,2010.
On January 21,2010 at 11:30 a.m. EST, all properly submitted proposals for new
and used cablc-hoist roll-off bucks will be opened and read aloud Proposals will be
opened in the City Council Room, City Hall, 628 Myrick Street, Waynesboro, Georgia.
Specifications for the truck is available at City Hall. Offerors are strongly
encouraged to view specifications prior to submitting proposals. City will be exempt
from state and local sales tax on all purchases.
Each proposal to sell solid waste collection equipment to the City shall contain
the following information:

The full name, principal business address, mailing address, phono and lax
numbers and e-mail address of the offeror;
A detailed description of each item for which a proposal is being
submitted including available options and upgrades;
The cost of ihe item and cost of each available option and/or upgrade;
The lead time for delivery from the date a purchase order is issued until
the date of delivery' to tire City,
Available training, if applicable;
Warranty information (if required in specification);
Contact information for the nearest location where parts and/or service
may be obtained.
All proposals must be submitted in writing and contained in a sealed envelope.
Envelopes shall be marked “SEALED PROPOSALS; ROLL-OFF TRUCK; ATTN:
CITY MANAGER.” Proposals submitted by telephone, facsimile or e-mail will be
rejected.
The City will make an award to the responsible and responsive offeror whose
proposal for each individual item is determined to be the most advantageous to the City.
The City reserves the right to require product demonstration or an inspection of a sample
product prior to acceptance of any proposal. The successful offeror must certify that it is
in compliance with applicable laws. The City reserves the right to reject any and all
proposals. The City further reserves the right to waive technicalities and informalities.
