OBITUARIES
Jones Milledge “Scrap” Gresham
Jones Milledge “Scrap” Gresham, 78, entered into eternal
rest on October 31,2020. He was born on October 18,1942,
in Burke County, Georgia, to the late Phil J. and Mary Tomlin
Gresham. Scrap was a very selfless person, who never met
a stranger. He enjoyed woodworking, refinishing furniture,
working in the yard, and camping. He served in the Army
National Guard. He was an active member of Green’s Cut
United Methodist Church and would do whatever they asked
of him because he loved the church. Scrap was a wonderful
loving husband, father, papa, brother, and friend. He will truly
be missed by those who knew him. In addition to his parents,
he was preceded in death by a sister, Phyllis Lambert.
Surviving are his wife of 59 years, Peggy Gresham; son,
Jones Mark Gresham (Candy) of Evans; daughter, Jodie Lynn
Davis (Tony) of Warrenville, SC; granddaughters, Lyndsey
Gresham and Ally Gresham both of Evans, Taylor Davis and
Lauren Davis both of Warren ville, SC; grandsons, Jones Mark
Gresham, Jr., and Parker Gresham both of Evans, Nicholas
Carver of Warren ville, SC; brothers, Phil Gresham (Shelva)
of Albany, and Joby Gresham (Carol Ann) of Waynesboro;
sisters, Sylvia Kavanaugh (Bill) of Evans, and Debbie Babb
(Cliff) of Waynesboro; and several nieces and nephews.
A memorial service honoring Scrap’s life will be held at
11:00 a.m. on Friday, November 6,2020, at Green’s Cut United
Methodist Church with the Reverend Jerry Sharpe officiating.
If desired, memorial contributions may be made to the
Green’s Cut United Methodist
Church.

VARIANCE HEARING
A variance hearing will be held November 24,
2020 at 7:00 p.m. in the Commissioner’s meeting
room of the Burke County Courthouse. The
requested variance if approved, would allow for
two recreational travel trailers to be installed
on a single parcel. (26-4.03.09 - Recreational

REQUEST FOR QUALIFICATIONS
ARCHITECTURAL SERVICES
Burke County is seeking an architectural firm or individual
architect to provide architectural and design services for its
Community Development Block Grant application. The award of
the architectural contract for this project is contingent upon the
grant being funded by the Georgia Department of Community
Affairs. Responding firms should be technically qualified and
licensed to provide the design and inspection services for
local state and federally funded projects including architectural
services and programs.
Procedures for selection of an individual/firm will be in accordance
with the RFQ package and local procurement requirements,
as well as the requirements of the Uniform Administration
Requirements (“the common rule”) 24 CFR Part 85.36 and
the Georgia Community Development Block Grant Program
Recipients Manual. This is a Section 3 contract opportunity.
The County reserves the right to request additional information
from any consultant submitting under this RFQ if the County
deems such information necessary to further evaluate the
consultant’s qualifications. The County reserves the right to
interview any consultant submitting under this RFQ. The County
reserves the right to waive informalities and minor irregularities
in submittals and reserves the sole right to determine what
constitutes informalities or minor irregularities. Consultants
shall be responsible for all costs associated with consultant’s
submittal.
The County reserves the right, in its sole discretion, to reject all
submissions, reissue a subsequent RFQ, terminate, restructure or
amend this procurement process at any time. Evaluation criteria
contained herein shall be used in evaluating qualifications. The
County may contact any consultant after receiving its submittal to
seek clarification of any portion thereof. The County reserves the
right to request additional information from any consultant if the
County deems such information necessary to further evaluate
the consultant’s qualifications. In the event the County elects
to negotiate a contract with a selected consultant, the County
reserves the right to negotiate such terms and conditions of
the contract, including, but not limited to scope, role, price, and
staffing which may be in the best interests of the County.
All qualifications will be evaluated in terms of project approach,
timing, experience, quality of work, and capacity of performance.
Past performances on local government construction projects
will be assessed in terms of timeliness, completing work within
budget, and quality of work.

Request for Qualifications are due no later than 4:30 PM,
Monday, December 7, 2020. Proposals submitted by mail should

for Qualifications received after 4:30 p.m. on December 7, 2020
will not be considered.
