The second week of the 2021
Legislative session was differ
ent in that the Senate did not
convene.
Monday was reserved to
recognize the life and contri
butions of Dr. Martin Luther
King, Jr. While COVID-19
prevented many of the events
normally associated with this
day, citizens across Georgia
continued to work to make Dr.
King’s dream a reality.
The remainder of the week
was devoted to budget hear
ings and district issues. It was
good to send time with con
stituents and gain their input on
the issues impacting Georgia
and their communities. I am
honored to be your voice in
the Georgia Senate and I will
continue to work to ensure you
remain fully informed on what
is happening under the Gold
Dome.
Highlights for the week...
• With the Governor submit
ting both the FY2021 Supple
mental and FY2022 budgets
on Thursday, January 14, the
Senate and House Appropria
tions Committees began the
challenging task of fully vet
ting the Governor’s propos
als. Due to COVID-19, the
hearings were largely virtual
with Chairman Tillery from
the Senate and Chairman Eng
land from the House leading
the hearings. Leaders from
across the administration pre
sented their request, provided
justification and responded to
questions from Members of the
Committee.

Governor's Budget Report
• Georgia’s response to CO-
VID has been aggressive. The
Georgia Department of Public
Health is tracking Georgia’s
progress on vaccine distribu
tion. As of Friday, January 22,
630,984 doses of COVID-19
vaccines have been adminis
tered since the vaccine pro
gram began. This past week
saw a record of 262,605 doses
administered. These vaccines
were administered by our out
standing healthcare workers
across Georgia. We now have
1837 hospitals, clinics, and
other locations providing vac
cines to Georgians. I commend
the Governor and the Depart
ment of Public Health for these
outstanding efforts.

vaccinating 1A+ eligible indi

• Legislation Update:
o With the Senate not in Ses
sion, no new Bills were submit-
Planters scholarships available to
high school seniors, undergrads
Planters Electric is providing an op
portunity to help local high school seniors
and current undergraduate college students
further their education.
The company is now accepting applica
tions for the Walter Harrison Scholarship.
According to Randy Hill, a spokesperson
for Planters EMC, a dozen students will be
selected for the $1,000 award, which is ap
plicable to the academic expenses incurred
from any accredited two- or four-year
college, university or vocational/technical
institute within the state. A committee com
prised of EMC directors and managers will
judge blind applications and select recipients
who demonstrate a financial need and also
excel academically and as a member of the
community.

turned in at any Planters EMC office by 5
p.m. Friday, Feb. 5.
Georgia Power’s Vogtle Unit
4 begins integrated flush
Georgia Power’s Vogtle Unit
4 has begun integrated flush.
According to a spokesperson
for the company, this is the
testing process that pushes
water through the permanent
plant system piping that feeds
into the reactor vessel and reac
tor coolant loops.
“This is the latest in a num
ber of significant milestones
recently achieved at the Vogtle
nuclear expansion project and
marks another step towards op
erations and providing custom
ers with a clean, carbon-free
energy source,” the spokes
person said, adding that last
month, the project received the
historic first nuclear fuel ship
ment for Vogtle Unit 3, placed
the two-million-pound roof of
the Vogtle Unit 4 shield build
ing and completed the pre-
operational condenser vacuum
test of the Vogtle Unit 3 turbine
system in preparation for hot
functional testing.
“Integrated flush represents
a critical step as the process is
key to helping ensure the safe
startup of Unit 4 and marks the
start of extensive testing ahead
for the unit’s systems. Over the
next few months, site personnel
at the Vogtle nuclear expansion
project will work through this
process to clean and test the
system piping ahead of testing
of Unit 4,” the spokesperson
said. “This process will start
with the chemical and vol
ume control system and spent
fuel pool cooling system and
continue into the reactor cool
ant system, the passive core
cooling system and the normal
residual heat removal system
as they are turned over from
construction to the system
operations teams.”

This past week I attended
a Burke County Commission
work session on SB9 and its
impact on Burke County. The
meeting informed the Commis
sion on options the Commis
sion may consider. No action
was taken by the Commission.
• Legislative Preview:
o I expect a very busy week
as we return to Atlanta on
Tuesday. From Caucus dis
cussions, I anticipate multiple
Bills dealing with election con
cerns to be introduced. These
Bills will likely be assigned
to the Ethics Committee. As
Chair, I will have responsibility
for vetting and making recom
mendations to the Senate on
these critical components of
elections law.
o Based on constituent feed
back, I will submit two key
pieces of legislation to support
honest, open, and fair elections.
We must have full confidence
in our election process.
