allow for new RV parks to be
built. Lee said that in each of
those instances, the planning
commission has recommended
the county commission deny
those requests, which they have
done each time.
One resident questioned
whether the sign on the
property advertising the
variance hearing had been
posted for the proper amount
of time. County attorney Adam
Nelson recommended that
due to the question of the sign
posting, the variance request
could be tabled until a future
meeting.
On Monday, Lee said Wike
withdrew his variance request
the day after the meeting and
that he would move forward
with the road being built to the
60-foot standard.
Lee said the planning
commission reviews all RV
park design plans for parks
over 14 spaces and so they
will still have to review Wike’s
design before final approval.
However, he explained, as
long as the plan meets all code
requirements, the commission
would be legally obligated to
approve it.

residents was the rumor of a
church being constructed on

In 1994, Baxley hired
the man who is now taking
his place at the helm of the
WFD, Robert Parrish, who,
like Baxley, also began as a
volunteer.
“He’s actually the first
person I hired, and the first
one I’d recommend for the
job,” Baxley said, adding that
Parrish has been running things
over the last few years. “He
knows the budget. He knows
the ins and outs of the whole
operation. No one is more
capable than he is.”
Parrish has served as the
two lots near the 300 block of
Del Rio Road in the Big Bend
subdivision.
Lee said his office has not
been contacted officially
regarding any construction of
a church except for an email
from a local attorney asking if
zoning allowed for a church on
the property.
The two two-acre lots were
purchased Oct. 16,2020, for a
total of $33,000, in the name of
Hope Empowerment Christian
Ministries Inc. According to
Georgia Secretary of State
records, that nonprofit
corporation was registered in
July of last year by Michael
Preston of Waynesboro.
Residents say they noticed
work beginning on the lots as
if preparing for construction.
Rumors of a church with future
plans for a possible “half-way
house” or shelter began to
spread.
Reached by phone Monday
evening, the Rev. Preston
said there were no plans for
anything other than a typical
church facility on the property.
Suggestions of any other
activities on the property were
nothing more than rumors, he
said.
Jaymie Morris Miettunen,
who lives adjacent to the lots,
deputy chief alongside Baxley
since January 1996. He is
a 1988 graduate of Burke
County High School and
earned his bachelor’s degree
injustice studies from Georgia
Southern University in 1993.
He attended Augusta Technical
College and received an
associate of applied science
in fire science technology
in 2006. He is certified as a
firefighter, arson investigator,
fire independent, emergency
manager, fire instructor II, Haz-
Mat technician and hre safety
educator I.

its possible effect on property

On Monday, Lee explained
that under current zoning rules,
churches are allowed in all
zones except for large scale
industrial. If the building is built
to code and meets the property
line setback requirements, it is
allowed.
Tuesday’s hearing was at
times contentious with Bynes
defending the work of the
planning commission and the
county’s zoning ordinance,
which took years to finalize
and approve. He, Lee and
Nelson tried to explain what
the commission could and
could not legally do.
Bynes explained that the
planning commission’s
authority was bound by the
zoning ordinance and that only
the county commission had
the power to make changes
to the zoning ordinance.
He recommended citizens
take their concerns up with
their respective county
commissioner.

Baxley went on to say he
will miss the job. “There’s
been good and bad days, as
with most things,” he said,
“but I have enjoyed providing
services to the citizens of
Waynesboro and look forward
to seeing them on my next
journey.”
