IN LOVING MEMORY
Alphonso “Andy” Andrews
August 14,1940-March 13, 2011
We can’t believe how time slipped away ...
It seems like yesterday when you left us to go
home to your new address in Heaven. As much
as we miss your presence here, we feel com
forted in knowing that you are with our Lord
and Savior, Jesus Christ. We love you so much
and your spirit is still alive in all of us. Continue
to watch over us, our Guardian Angel.
March 3,1988 - October 24,2003
Gone are the days we used to share but in our hearts you're always there.
The gates of memories will never close, we miss you more than anyone knows.
With tender love and deep regret we who love you will never forget.
Gone is the face we loved so dear, silent the voice we loved to hear.
Too far away for sight or speech but not too far for love to reach.
Sweet the memories are so clear in our thoughts you're always near.

Another week has passed un
der the Gold Dome, and it was
the busiest one yet. Crossover
Day is taking place on Monday,
March 8 on Legislative Day
28. This is the last day the
Senate has to send Senate Bills
over to the House and that the
House has to send bills over to
us. Therefore, this week was
packed with committee meet
ings and the Senate voted on
numerous bills on the floor. I
am eager to give you the high
lights from week eight.
As you know, I am commit
ted to keeping you updated on
the election reform bills in the
Senate. This week, the Ethics
Committee, of which I serve
as Chair, passed three election
reform bills: Senate Bill 202,
Senate Bill 232 and Senate
Bill 241. SB 202, which I
have sponsored, would require
entities or persons that mail
absentee ballot applications to
only mail those applications
to eligible registered electors.
These electors cannot have
already requested, been is
sued, or voted and returned an
absentee ballot. The bill would
also require the removal of
improper names from absentee
mail distribution lists. Among
other provisions, SB 232 would
require there to be unique bar
codes on every absentee bal
lot which will help make the
voting process more secure.
Lastly, SB 241 is a compre
hensive election reform bill
that would do many things,
but, notably, it would establish
a voter intimidation and illegal
election activities hotline, out
line the excuses under which
a person may vote absentee,
and require counties to report
their absentee and early voting
numbers on county websites.
I anticipate that each of these
bills, and more, will be heard
REPORT FROM THE CAPITOL
on the Senate floor on Cross
over Day. I believe they are
good pieces of legislation that
will bolster the election pro
cess in Georgia and eliminate
Georgians’ concerns about the
current process.
The Senate passed some
important bills on the floor
this week that will greatly
benefit Georgians. Specifically,
Senate Bill 107 would waive
tuition and fees in the Techni
cal College System of Georgia
for qualifying foster care and
adopted students as long as
they meet certain requirements.
I am passionate about higher
education and firmly believe
this will help more Georgians
reach their educational goals.
In addition, the Senate passed
Senate Bill 47, which would
enhance the Georgia Special
Needs Scholarship program
by expanding eligibility for
students, granting parents the
flexibility to select the school
that would be best equipped to
educate their child. This bill
will aid families in Georgia that
simply want the best education
possible for their children with
special needs. I am proud to
support it and will keep you
updated of its progress.
Next week will be busy, but I
am never too busy to talk with
my constituents. Please feel
welcome to reach out to my
office if you have any questions
about legislation or things that
are happening in the Senate.
It is my pleasure to serve you
and represent the 23rd Senate
District. Thank you for your
continued support, I promise to
continue fighting for you under
the Gold Dome.
