Local accountant weighs in on new tax bill
SHELLIE SMITLEY
truecitizen.shellie@gmail.com
Georgia State legislators
passed HB 593 Tax Relief Act
of 2021 Thursday. Signed by
Governor Brian Kemp March
22, the act will take effect July
1,2021, but will be applicable
to all taxable years beginning
on or after January 1,2022.
Marc Micklewright of
Rhodes-Murphy Income Tax
Service in Waynesboro, warns
not to get too excited about
what it means for people’s
wallets.
The tax act minimally raises
the standard deduction on
personal state income taxes,
he said.
“In the case of a married,
filing-joint couple, the tax
savings is going to be $60.50
a year,” he said. “For a married
couple, they might withhold a
$1 less per week.”
Single people will see a $44
per-year difference in their
taxes next year. People fil
ing married-separately, will
save about $30. Single parents
might see an additional $1.50
per week in their paychecks.
“This bill is a token bill that
they are going to be like ‘oh
we cut taxes for the first time
in 50 years’ in the State of
Georgia,” Micklewright said
adamantly. “When honestly,
they have actually increased
taxes tremendously because no
one can itemize anymore and
they did not adjust that.”
Micklewright questions the
motive behind the relief mea
sure. Historically, itemization
benefited homeowners, he said.
But recent IRS changes have
set the bar so high for standard
deductions that fewer than 5%
of people in the country can
itemize anymore. Most Geor
gia couples owning a home
saw a huge increase in their
tax bill beginning in 2018, he
said. That is why the state of
Georgia income tax rate has
dropped yearly by .25 since
2019. Now legislators are mak
ing “hoopla” about raising the
standard deduction for the first
time since 2018, he said.
“Before COVID hit they
didn’t know what to do with all
the extra money pouring into
the state,” Micklewright said.
“Because so many people are
paying more taxes.”
Micklewright said the new
tax bill will allow the aver
age married couple to go out
to dinner one additional time
per year.

Complete the application and

The scholarships are made
possible through Planters
EMC’s unclaimed capital cred
its. A 2005 Georgia law allows
electric membership coop
eratives to use capital credits
unclaimed after five years to
fund education, economic
development or charitable or
ganizations within the EMC’s
service area.
Hill explained that, “capital
credits, or patronage dividends,
are margins that exceed the
cost of providing service for
member-owners of an electric
cooperative for a given year.”
According to cooperative
guidelines, capital credits may
be returned to EMC members
on a schedule determined by
their co-op’s management and
Board of Directors.
Until 2006, unclaimed capi
tal credits were paid to the
Georgia Department of Rev
enue, under Georgia’s Dispo
