J’Niyah Freeman puts together treat bags for youth leadership group LEGACY.
Hill elected to Brier Creek Soil
and Water Conservation District
Leonard D. Hill was recently
elected to represent Burke
County on the Brier Creek
Soil and Water Conservation
District. He is recently retired
from the Burke County Board
of Education where he served
as the Transportation Director
for 20 years. Mr. Hill has a
cattle operation and also main
tains a longleaf pine forest. He
has been implementing soil and
water conservation practices
on his farm for 30 years. He
resides in Waynesboro and is
married to Patty. They have
three daughters, three sons-in-
law, and seven grandchildren
with one more on the way. He
will serve the Conservation
District for a four-year term.
The Brier Creek Soil and
Water Conservation District is
a unit of state government that
manages and directs natural
resource management pro
grams in Richmond, Glascock,
Jefferson, Burke, and Jenkins
Counties. The District works
with farmers, landowners,
homeowners, and with other
units of government to educate
and actively promote programs
and practices that support the
conservation, and use and
development of soil, water,
and related resources. More

Editor’s note: As part of
the 1000 Points of Light cam
paign, President George H.
W. Bush designated April as
National Volunteer Month.
The True Citizen is dedicated
to promoting and celebrating
volunteerism in Burke County
throughout the month.
A local college student says
volunteering is a formula for
success during the high school
years.
J’Niyah Freeman is a stu
dent at South Carolina State
University studying chemistry.
She graduates in May, 2023.
She began volunteering as a
high school freshman at Com
munities In Schools of Burke
County-Family Connection,
Inc. in 2015. Director Teresa
Carter is her godmother.
“She introduced me to vol
unteering and it helped me a
lot,” Freeman said. “It helped
me expand my horizons as far
as volunteering and getting to
know people.”
The agency assists teens in
expanding their leadership and
social skills.
Volunteering helped Free
man become a better leader.
She has assisted with the teen
pregnancy prevention pro
gram, participated in commu
nity parades and marches, and
created inspirational notes for
backpack snacks for elemen
tary school students.
The FEGACY program
(Feadership, Education, Goals
and Creative Youth) gave her
the opportunity to learn basic
life skills.
“They really helped me a lot
as far as leadership and social
skills because I was very shy
as a younger teenager,” she
said. “They helped me branch
out a lot.”
Freeman continues to mentor
and assist in office duties dur
ing her academic breaks.
“I believe that teenagers
should take part in volunteer
ing,” Freeman said. “It will
actually help mold their minds
and set them up for success in
their later years. It will also
help them build up their job
skills and help them not be so
shy.”
