Hart Dairy adds plans for a pre-treatment facility WHAT’S NEXT?

The closing is pending on
a 12.23-acre land transaction
between the Burke County
Development Authority and
Hart Dairy.
Executive Director Molly
Olson said the dairy company
that purchased the speculative
building on Ritz Ave., with
plans to manufacture its prod
uct in Waynesboro, has been
sending its milk to a processor
in Alabama.
“They need a pre-treatment
facility on-site,” Olson said.
“The best location for that was
the remaining 12 acres of that
property.”
Projected effluent levels
exceed the limitations of the
city’s current wastewater treat
ment facility.
“Essentially, this facility will
clean the water before it goes
into the city’s sewer system,”
Olson said.
Hart Dairy will also use the
land for future expansions.
The development authority
agreed to sell the parcel of
land that is situated behind the
new plant, currently under con
struction , for $ 12,500 per acre.
“There will need to be im
provements to the building
in order for the facility to be
operational,” Olson said of
the speculative building the
dairy purchased from Pattillo
Industrial Real Estate.
Under contract, the develop
ment authority has been obli
gated to pay Pattillo $75,000
per year since 2013 for the
property it owned behind the
building.
“In our opinion, we were los
ing money on that site,” Olson
said. “So, I see the $12,500
(per acre) as a profit.”
The authority intends to re
invest the money from the sale
into infrastructure of future
projects.
The sale of the 12.23 acres is
not final. The dairy must close
on it by October 2021. After
the closing, construction is pro
jected to take more than a year.

March for Jesus
The 2nd annual Burke County March for Jesus will begin at
12 noon, May 8, in Waynesboro. The march will start at Manau
Lane and end at Southern Bank. The theme for this year’s march
is “Victory in Jesus.” There will be Praise & Worship, arts &
crafts, food, and a time for fellowship.
50th Class Anniversary
All 1971 graduates of SGAHigh School and Waynesboro High
School are invited to join in observing its 50th class anniversary
9:25 a.m. Saturday, May 22 at the BCHS Stadium.
The Hart Dairy project will
create jobs and investment op
portunities.
“They will be creating about
200 jobs in their first phase,”
Olson said. “The plan is for
them to be a tax payer. They
are not receiving property tax
abatement.”
Water, sewer and gas usage
will provide the city with sig
nificant income. Burke County
and the Board of Education
will benefit from tax revenue,
she said.
Olson said she is excited
about the project.
“We are seeing a lot of food
manufacturing companies, so
the more of a base that we can
establish, it’s going to be bet
ter for us to prove that we are
a community that can support
food manufacturing,” she said.
Feds scrutinize Georgia's plan to expand Medicaid in July

Gov. Brian Kemp and ap
proved by former President
Donald Trump in October
2020,promises some expanded
Medicaid coverage with a
catch scrutinized by the federal
Department of Health & Hu
man Services.
Georgia is 1 of 12 states
that did not expand Medicaid
eligibility under the Afford
able Care Act, which asked
states to expand the eligibility
to people earning 138% of the
poverty level. The new Georgia
program promises to expand
state insurance coverage to
as many as 50,000 Georgians
earning up to 100 percent of the
poverty level.
Additionally, the new Geor
gia program restricts eligibility
to people who complete 80
hours of monthly community
service or job training or at
tend higher education classes
full-time.
The Department of Health
& Human Services “deter
mined that allowing work and
other community engagement
requirements to take effect in
Georgia would not promote
the objectives of the Medicaid
program,” according to a Feb.
12, 2021 letter addressed to
Commissioner Frank Berry
of the Georgia Department of
Community Health.
The Center for Medicaid &
Medicaid Services is in the
“process of determining wheth
er to withdraw the authorities
approved in the Pathways to
Coverage demonstration that
permit the state to require work
and other community engage
ment activities as a condition
of Medicaid eligibility while
leaving in place the demon
stration’s other provisions,”
including the extension of eli
gibility to otherwise-ineligible
individuals, according to the
letter.
Georgia State officials in
tend to begin the program in
July and said they will chal
lenge any decision to revoke
the federal government’s previ
ous approval. Next year’s state
budget includes $76 million
for the commencement of the
Georgia Pathways to Coverage
program.
Without the restrictions, the
program could cost the state as
much as $650 million, accord
ing to the Georgia Budget and
Policy Institute.
The American Rescue Plan
Act, signed by President Joe
Biden March 11, gives states
financial incentives to expand
Medicaid programs.
The Kaiser Family Founda
tion estimated the new federal
incentives could mean approxi
mately $1.5 billion in federal
funding for the State of Geor
gia. Without the restrictions,
more than 500,000 low-income
Georgians could gain health
insurance coverage.
“If CMS ultimately deter
mines to withdraw those au
thorities, it ‘will notify the
State in writing of the determi
nation and the reasons for the
amendment and withdrawal,
together with the effective date,
and afford the State an oppor
tunity to request a hearing to
challenge CMS’ determination
prior to the effective date,”’ the
letter stated.

Mobile food pantry is Saturday

Queensborough National
Bank and Trust has teamed up
with the Golden Harvest Food
Bank to once again provide a
mobile food bank for the Burke
County community.
On Saturday,May 8, those in
need may come to the Waynes
boro Exchange Club fair
grounds, located at 156 Manau
Lane, beginning at 9 a.m.
According to Jennifer Posey,
QNBT assistant vice president
of the Waynesboro branch,
the food distribution will be
operated as a drive-thru; those
attending are asked to bring a
box for carrying food.
“We want to give kudos to
the Waynesboro Fire Depart
ment, Waynesboro Police De
partment and the Burke County
Sheriffs Office for directing
traffic for this event and the
many many volunteers who
offer their assistance on a Sat
urday morning,”. Posey said.
This is the eighth year that
Queensborough has joined
Golden Harvest in helping
to feed the hungry, holding
multiple distributions each
year. The most recent distribu
tion provided around 10,000
pounds of food.

Aside from the hefty
pocketbook of cash prizes that
awards teams in the categories
of chicken, pork ribs, pork and
beef brisket, the competition
includes the King of the Wing
and Anything Strawberry
contests. (Chicken wings
from the contest are available
to the public on Friday night
until the last bone is nibbled
clean. Look for the “Got
Wings” balloons to see which
teams are participating.)
On Saturday, the seriousness
sets in as teams go head to
head for the $2,000 top prize
and Grand Champion title,
but as with anything in the
’Boro, the elements of fun and
southern hospitality are always
in the mix. The public has the
opportunity to participate in
the People’s Choice Award,
where a $10 ticket gets you
a sampling from each team
vying for the bragging rights.
Aside from eating, all the
people’s judges have to do
is cast their vote for their
favorite. There will also be
local “Pigtails” cheerleaders
joining forces with the teams
to help sway votes.
Boss Hog begins on Friday,
May 14, when the gates open
at 5 p.m. There will be music
and dancing and eating and
laughing as the full weekend
of festivities unfolds. See
