REQUEST FOR QUALIFICATIONS (RFQ)
PUBLIC-PRIVATE "PARTNERSHIP" AGREEMENT TO PROVIDE OPERATION, MAINTENANCE AND
MANAGEMENT SERVICES FOR THE CITY'S WASTEWATER TREATMENT PLANT, LIFT STATIONS,
ELEVATED WATER TANKS, SUPERVISORY CONTROL AND DATA ACQUISITION (SCADA), DRINKING
WATER WELLS, GROUNDS AND ASSOCIATED FACILITIES.

SECTION 1
INTRODUCTION TO THE PROJECT
1.0 PURPOSE
The purpose of this partnership is to operate, maintain and manage the City's water and
sewerage facilities excluding the associated system lines cost effectively and efficiently. The
objective is to operate in compliance, improve maintenance, consider innovations to lower
the capital and operating costs of any and aspects of operations and continue local purchases
of supplies, consumables and services, wherever practical.
1.1 REQUIRED STANDARDS
This section establishes standards of experience and financial capability that the City requires
for a respondent to be considered qualified. The City, in its sole discretion, will decide if a
respondent meets the standards. Please note respondent is the entity responding to this
solicitation and not the parent company, joint venture partners or other corporate affiliates.

that lowering the supplemental
pay for a future sheriff candi
date could deter anyone from
running in the future. The
candidate running against Wil
liams would be entitled to less
pay than Williams would be if
he was re-elected.
The board agreed to spend
more time discussing the issue
before they add it to an agenda.

PUBLIC NOTICE
Notice of Intent for coverage under the National Pollutant Discharge Elimination System
General Permit for Animal Feeding Operations to discharge treated wastewater into Waters of
the State of Georgia.
The Georgia Environmental Protection Division has received a Notice of Intent for the NPDES
General Permit for Animal Feeding Operations (GAG930000). Having reviewed such application,
the Environmental Protection Division has made a preliminary determination that the Notice of
Intent and Nutrient Management Plan meets the requirements for coverage and proposes coverage
subject to specific pollutant limitations and special conditions:
Eberly Family Farm, 490 Carpenter Lane, Waynesboro, Georgia 30830, NPDES Permit No.
GAG930065, for its animal feeding operation located at 490 Carpenter Lane, Waynesboro,
Georgia 30830 in Burke County. The General Permit authorizes categories of applicants to
discharge process wastewater from Animal Feeding Operations to waters of the State under
the Federal Clean Water Act. Furthermore, the nutrient management plan for the above
referenced facility shall become incorporated as terms and conditions of the permit.
Persons wishing to comment upon or object to the proposed determinations are invited to submit
same in writing to the EPD address below, or via e-mail at EPDcomments@.dnr.ga.gov. no later than
thirty (30) days after this notification. If you choose to e-mail your comments, please be sure to
include the words “NPDES Notice of Coverage — Eberly Family Farm (Burke Count)')” in the
subject line to ensure that your comments will be forwarded to the correct staff. All comments
received prior to or on that date will be considered in the formulation of final determinations
regarding the application. A public hearing may be held where the EPD Director finds a significant
degree of public interest in a proposed permit or group of permits. Additional information regarding
public hearing procedures is available by writing the Environmental Protection Division.

EPD’s website accessible through the publicly available Georgia EPD Online System (GEOS) at:
