Hadley to take part in Envision’s
National Youth Leadership Forum
This summer, Haley Kate
Hadley from Waynesboro will
join outstanding elementary
school students from across the
state to take part in a unique
academic and career oriented
development experience, the
National Youth Leadership
Forum (NYLF): Pathways to
STEM, taking place in Atlanta.
NYLF Pathways to STEM is
one of the Envision by World-
Strides family of programs
that enable students to explore
their interests and experience
learning beyond the classroom.
Haley Kate was nominated
to attend the forum by her
third grade teacher at Thomas
Jefferson Academy. She was
selected because she demon
strates exceptional maturity,
scholastic merit, and leadership
potential. On honors day at
TJA, Haley Kate was awarded
with distinguished headmas
ter’s honor roll, highest aver
age in spelling, highest average
in language, highest average
in reading, accelerated reader
who acquired over 100 points
and an academic award for
placing third place in the re
gional spelling bee. While
Haley Kate is still very young,
she plans on being a teacher
when she grows up because
she enjoys reading and teach
ing small children new things.

high-aspiring students from

Oglesby, Collins Announce Wedding Plans
Mr. and Mrs. Pete Abridge of Stillmore, Ga and Mr.
and Mrs. Elvis Meeks of Vidalia, Ga along with Mr.
and Mrs. Randy Oglesby, Sr. proudly announce the
engagement and upcoming wedding of their children
Brittany Collins and Garrett Oglesby.
Brittany graduated from ECI in 2013. She has two
children, Addyson Brown and Gannon Copeland.
Together Garrett and Brittany have one daughter, Lil-
lyan Oglesby. Her maternal grandparents are Wanda
Collins and the late Durwood Collins. Her paternal
grandparents are Danny Collins of Baxley and the
late Katherine Bright of Glen wood, also, Mr. and Mrs.
Lewis Abridge of Stillmore.
Garrett attended Jenkins County High School. He is
employed with Carson Cross Farms of Midville. His
maternal grandparents are the late Mr. and Mrs. Alex
Saxon, Sr. of Sylvania. His paternal grandparents are
Lynell Oglesby and the late Sonny Oglesby of Millen.
The wedding will take place November 20, 2021
at the Mossy Oak Farms in Brooklet at 4 p.m. with
reception to follow.

NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS

These notices shall satisfy two separate but related procedural requirements for activities to be
undertaken by the City of Waynesboro.
REQUEST FOR RELEASE OF FUNDS
On or about June 28, 2021 the City of Waynesboro will submit a request to the Department of
Community Affairs (DCA) for the release of FY 2021 Community Development Block Grant
funds under Title I of the Housing and Community Development Act of 1974, as amended, to
undertake a project known as FY 2021 CDBG “Boro Complex” to be located on properties
fronting 7 th Street and Nesbitt Street for the purpose of property acquisition, design, and
construction of the “Boro Complex” and the operation thereof at a cost of approximately
$1,211,000 to include $750,000 CDBG funding and $461,000 City funding.
FINDING OF NO SIGNIFICANT IMPACT
The City of Waynesboro has determined that the project will have no significant impact on the
human environment. Therefore, an Environmental Impact Statement under the National
Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is
contained in the Environmental Review Record (ERR) on file at 615 North Liberty Street,
Waynesboro, Georgia 30830 or Armentrout Matheny Thurmond, P.C. 330 Research Drive,
Suite A240, Athens, Georgia 30605 and may be examined or copied weekdays 8:00 A.M to
4:30 P.M.
PUBLIC COMMENTS
Any individual, group, or agency may submit written comments on the ERR to the City of
Waynesboro at the office of Valerie Kirkland. City Manager. All comments received by June
25, 2021, will be considered by the City of Waynesboro prior to authorizing submission of a
request for release of funds. Comments should specify which Notice they are addressing.
ENVIRONMENTAL CERTIFICATION
The City of Waynesboro certifies to DCA that Valerie Kirkland in her capacity as City Manager
consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce
responsibilities in relation to the environmental review process and that these responsibilities
have been satisfied. Georgia’s DCA approval of the certification satisfies its responsibilities
under NEPA and related laws and authorities and allows the City of Waynesboro to use Program
funds.
OBJECTIONS TO RELEASE OF FUNDS
Georgia DCA will accept objections to its release of fund and the City of Waynesboro’s
certification for a period of fifteen days following the anticipated submission date or its actual
receipt of the request (whichever is later) only if they are on one of the following bases: (a) the
certification was not executed by the Certifying Officer of the City of Waynesboro; (b) the City
of Waynesboro has omitted a step or failed to make a decision or finding required by HUD
regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development
process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR
Part 58 before approval of a release of funds by Georgia DCA; or (d) another Federal agency
acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is
unsatisfactory from the standpoint of environmental quality. Objections must be prepared and
submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be
addressed to Kathleen Vaughn of Georgia Department of Community Affairs-Central Office at
60 Executive Park South, NE, Atlanta, Georgia 30329. Potential objectors should contact
Georgia DCA to verify the actual last day of the objection period.

Library hosts vaccine/voter event

Voters Leaders are hosting
the GAIC/MCG Educate to
Vaccinate and Voters Initia
tive to inform the public on
the COVID-19 vaccine along
with how to register to vote.
The event takes place June 8
at 6 p.m. at the Burke County
Public Library.
The GAIC Educate to Vac
cinate Voters Initiative purpose
is to help achieve 100% citizen
vaccination and community
involvement in democracy.
The vaccine community edu
cation project was developed
to address concerns about
taking the vaccine. The MCG
VCE Project team of medical
students will present all of
the information to assist and
encourage vaccination. The
COVID-19 Response Project
is designed and developed to
connect hard-to-reach citizens
with the vaccine. The Voters
Services Project is designed to
assure 100% voter participa
tion in the democratic process.

Hart Dairy chosen for certified regenerative program
Hart Dairy was recently ac
cepted as a Pilot Participant
in A Greener World’s (AGW)
Certified Regenerative pro
gram.
Key features of the program
include transparent, rigor
ous standards; high animal
welfare; a holistic, farmer-led
approach; early and broad ac
cess to regenerative markets;
and a pragmatic, science-
based approach,” according to
agreenerworld.org. The core
feature of Certified Regen
erative by AGW is a five-year
regenerative plan developed
in partnership with the farmer,
whereby farmers and experts
assess risk, set goals and track
progress toward meaningful
milestones.
Hart Dairy was chosen as a
member farm to showcase its
continued commitment to the
environment and generative
farming practices in day-to-day
operations, according a June 3
press release.

Longan as the chief finance
officer and George Konovalov
as the vice president of sales.
