Sewer
city repairing the sewer line
is $1,000 if no sidewalk is in
cluded and $1,250 if sidewalk
work exists. For property own
ers who might struggle with the
fees, the city offers financing
after it is tacked onto the cus
tomer’s utility bill. A sewer tap
fee will continue to apply for
new construction.
The city will conduct the
sewer repairs unless a job is
deemed unsafe or is too large,
in which case they will contract
the job out to a private vendor.
The new fees do not pertain
to property owners located on
Liberty or 6th Streets.
“This recommendation does
not include Liberty or 6th
streets because those roads
are going to cost a little bit
more,” City Manager Valerie
Kirkland said. “So, we can’t
estimate what the cost would be
at this time, but we will try to
keep the cost reasonable to the
homeowners and make sure it
is consistent across the board.”
Kirkland suggested to the
panel that the city attorney and
the city clerk work on amend
ing the sewer ordinance after
checking on what surrounding
municipalities are doing. That
task may include more than just
copying down verbiage.
Jody Ellison pointed out to
the Utilities Committee July 12
that most of Waynesboro’s taps
are located under roads.
According to an Augusta-
based plumber, July 20, who
wished to remain anonymous,
he has not seen any situations
where property owners were
responsible for paying for tear
ing up and repairing roads and
sidewalks in order to complete
sewer line repairs in more than
two decades of working in the
industry. The difference is not
in the sewer ordinance, but it
is in the placement of taps, he
suggested. Augusta’s sewer
ordinance, like Waynesboro’s,
requires that property own
ers pay for repairs from their
building to the city’s tap. The
difference is, in the Augusta
area, most taps are located on
the owners’ property before
hitting the sidewalk or road, he
said. Another Augusta-based
plumber agreed.
Mike Bickley questions
whether Augusta actually runs
main sewer lines under private
property.
“Possible but unlikely,” he

confusion may exist in defining
the word “tap.”
Waynesboro’s current ordi

generally out in the street.
“What most municipalities
do is add a cleanout at the
property line and deem it the
‘tap’ to the city infrastructure,”
Bickley said.
Acting Mayor James Chick
Jones said he does not know
what the timeline is for amend
ing the ordinance.
“Once the attorney gets the
chance to look at it, then the
Utilities Committee and Pub
lic Works will sit down and
look at it and see how we can
get this thing worked out and
resolved,” he said.

sidewalks.
“According to the ordinance,
if it is damaged, it has to be
repaired,” Jones said.
Mike Bickley provided The
True Citizen with a diagram
July 21 that represents sew
er line situations typical of
Waynesboro. The diagram
points out the complicated
questions that city officials will
have to ponder.
For example: Is the com
mon service line from 1019
and 1021 considered a main
because it is serving multiple
properties?
Is the "tap" the physical tie
to the main at TAP 1 which in
Waynesboro is generally under
the street or is it at TAP 2 where
the service line leaves the pri
vate property and crosses to
city owned property?
If the service line from
#1016 fails, who carries the
repair responsibility?
