The city is investigating
the cost of updating the plant
and are consulting with an
outside engineering firm. The
options include; redesigning
the present facility and making
changes that fit the structure
already in place, building a
new facility at a cost of $60 to
$70 million or more, or rede
signing the present facility and
building an upgraded addition.
The question also remains,
if a new facility is built, would
it be constructed on the same
property or be built some
where else?
Regardless of the decision,
the present operation must
keep running in the meantime.
“We are meeting all of our
permit limits, we are in com
pliance, we are not having any
violations due to any mechani
cal failures or anything like
that,” Morton said. “In other
words, the ship is not on fire,
it’s just getting old, and before
we have a fire, we have to make
some decisions.”
Another issue that city of
ficials must look at is the in
ability of the facility to handle
the increased effluent needs of
larger industries the Develop
ment Authority of Burke Coun
ty might bring to Waynesboro.
The current permit only allows
for 2 million gallons per day.
“If Hart Dairy comes, they
will have to do their share of
pre-treatment before it comes
to us,” Morton said. “In the
future, they are talking about
increasing their flows by two to
four times. You are looking at
huge incremental jumps. When
you get to that, we are going to
have to figure out where all this
water is going to go.”
The Wastewater Treatment
Plant, built in the 1950s, up
dated in the 1980s and reha
bilitated in the 1990s needs
a makeover. Bringing larger
higher-paying businesses to
Waynesboro depends on ex
panding its capacity.
Morton pointed out that if
Waynesboro never grew and
stayed just like it is, the plant
would not need to grow either.
It is equipped only to handle
the present effluent levels.
Ellison agreed. “It is time
to move forward. We have to
try to anticipate things that are
coming,” he said.
When it comes to sewage,
the city has its hands full.
“We have to look at what our
present needs are and what our
future needs will be and what
we can afford,” Ellison said.
“It is going to come down to,
where we are going to get the
funds to do this?”
According to County Man
ager Merv Waldrop, the Burke
County Commission has not
been approached about any
issues or needs at the sewage
treatment facility.
“The City of Waynesboro
owns and operates a water
and sewer system, which they
operate as an enterprise fund
(charging fees to cover the cost
of operation and maintenance
of the facilities),” he wrote in
a July 29 email. “The rates
charged to the users of the
system are to be set at a suffi
cient level to provide the funds
needed to operate the system
and make repairs when needed.
In addition, the cities all have
access to SPLOST funding
(sales tax revenue dedicated
to capital projects) based on
their population. Each city
determines what its priorities
are for the use of the SPLOST
funds.”
“When a city wants to ex
pand water or sewer service
the decisions should be made
carefully to make sure that
the revenues of the system
or future growth will bring in
enough revenue to cover the
cost of operation,” he said. He
pointed to a number of ways
the city might fund expansion
including, “accumulated rev
enues of the system, SPLOST,
GEFA loans, CDBG grants,
USDAloans & grants and Dept
of Economic Development
grants.”
The Development Authority,
funded by the BOC but not
directed by them, is prepared
to assist the city in fixing the
problem. “While the Develop
ment Authority works to attract
manufacturing companies to
the community and supports
existing industries, we are also
keenly aware of the necessity
to have good infrastructure.
The City of Waynesboro is our
partner in business recruitment
efforts and, once they have
the opportunity to determine
the best route moving forward
for the wastewater treatment
plant, we are prepared to work
with them to improve the lo
cal infrastructure.” Authority

Innovative Readiness Training Program

Notice to medical providers, labor unions, veterinarians,
and private individuals.
The CSRA Regional Commission intends to solicit assis
tance from the Department of Defense’s Innovative Readi
ness Training Program. The assistance will include medi
cal, physical therapy, dental, optometry, and veterinary care
related services to support the Department of Defense’s
Innovative Readiness Training Program. The proposed as
sistance will take place in one or more of the following com
munities: Burke, Glascock, Hancock, Jenkins, Jefferson,
Lincoln, McDuffie, Taliaferro, Warren, and/or Washington
Counties in Georgia in the summer of 2022 and/or 2023.
Medical providers, labor unions, veterinarians, or private
individuals who have questions or who wish to voice op
position to military assistance for this project may contact
Andy Crosson, Executive Director of the CSRA Regional

Qualifying Fees
City of Sardis
In compliance with GA Elections code 21-2-131 (a) (1),
Qualifying fee for the office of City Council & Mayor will
be $45.00.
In accordance with the Charter of the City of Sardis, Georgia,
an election will be held on Tuesday, November 2nd, 2021,
between the hours of 7 a.m. and 7 p.m. for the purpose of
electing Mayor and two (2) council members. The names of
