The Georgia House of Rep
resentatives gave final passage
Monday to legislation prohibit
ing companies owned or oper
ated by the governments of
Russia or Belarus from bidding
on state contracts.
The bill, which the state Sen
ate passed unanimously earlier
this month, also sailed through
the House unanimously with
little discussion.
The House also passed a
resolution in early March con
demning the Russian invasion
of Ukraine. Some of the troops
Russia has used to wage the
war have entered Ukraine from
staging areas in neighboring
Belarus.
The U.S. and its NATO allies
have responded to the invasion
by imposing economic sanc
tions on Russia.
"Senate Bill 562 is Georgia's
chance to implement our own
embargo," Rep. Martin Mom-
tahan, R-Dallas, who carried
the bill in the House, said Mon
day. "This is an opportunity
to support Ukraine in the best
possible way."
House Democrats joined the
vote to make the legislation
bipartisan.
"What the Russians are do
ing is unconscionable," said
House Minority Leader James
Beverly, D-Macon. "We stand
united as Americans right now
in this moment."
The bill now heads to Gov.
Brian Kemp for his signature.

On December 15, 2021, Burke County Animal Services
took temporary custody of a solid gray, female Pitbull
puppy age one month old. The impound resulted from
a traffic stop by Burke County Sheriff Office (225 Hwy
24 South, Waynesboro, GA 30830) at the dumpsters on
Spread Oak Road, Waynesboro, Georgia 30830. The
puppy’s Owner, Jason Sousa has FIVE (5) DAYS (on
or before April 5, 2022) to reclaim or surrender the
animal to Burke County Animal Services Depart
ment or the animal will be considered abandoned. The
Owner should contact Burke County Animal Services
Department at (762) 225-6462 or visit 485 GA Highway
24 South, Waynesboro, Georgia 30830.

Citizen: Okay, I’m going to
give you another chance. Blow
your own horn.
Lively: Well, honestly, a lot
of it has been good timing.
But, if there’s any one thing,
I’ve done it’s to try, and I
think I’ve succeeded, to meld
downtown development with
historic preservation. As I un
derstand it, in the years before
I got here the two functions
seemed to work against each
other, at least that’s what I’ve
been told. Every building in the
downtown business district is
also in the historic district so
one of the first things I talked
to Jerry Coalson (City Man
ager at that time) about was
that I believed that there were
plenty of ways to meld the two
together to work for the com
mon good. I think we’ve done
that. Also, I’ve pushed to get
some of the buildings that have
been neglected renovated and
there’s been some success with
that, and there’s more coming.
I’ve completed a draft of a
blight ordinance that addresses
how to compel owners of di
lapidated buildings to either
sell or renovate the buildings.
Allowing them to sit and rot
will no longer be acceptable.
I’m an encourager by nature so
every time that I’m approached
by someone wanting to open a
shop or restaurant in the down
town, I spend as much time as
I am able talking to them about
their business plan, asking
pertinent questions and making
them feel welcome and giving
advice if it’s appropriate. It
seems to have worked.
Citizen: You also seem to
have become quite an event
planner with the Christmas
Parade and the fireworks show.
Lively: Well, some of that
came about because I don’t
know how to tell anybody
“no”. People don’t know this
but other than downtown open
houses and fundraisers, the
other events don’t fall within
my job description. But when
the groups that ran those events
in the past came to me, I took
them on because even though
they’re not specifically down
town events, I kind of consider
the whole town mine. What’s
good for Waynesboro is also
good for the downtown.
Citizen: And you still find
time to be Boss Hog.
Lively: Yes. I guess I will
until Nan and Lindsey say I can
quit. (Said with a wink.)
