Apology
During the question-and-an
swer session that lasted nearly
90 minutes, Williams informed
the board about water issues
in the county-owned BCSO
building. Commissioner Evans
Martin pointed out that if the
Sheriff is dealing with struc
tural damage or leaks the BOC
needs to be involved.
“We don’t know unless we
are told,” he said to the Sheriff.
Williams went on to inform
the Board of an air condition
ing issue as well. “We need
to be involved so that we can
fix it before everything dete
riorates,” said Chairwoman
Terri Lodge Kelly and then
encouraged Williams to in
clude the BOC in spite of past
misunderstandings.
Before the meeting con
cluded, Williams discussed
the need for recruitment and
retention incentives. Lie de
nied rumors that he recently
hired a multitude of new office
workers.
Near the end of the meeting,
Williams said he thought the
meeting cleared up some am
biguity and referred to it as a
“learning session.” Lie thanked

“If we don’t work together,
it’s the taxpayers who suffer,”
Williams told the panel. Kelly
agreed and reiterated that a
cordial relationship is in the
best interest of the citizens.
After it ended, Commissioner
Art lively said he thought the
session went very well.

mission April 13, denying
construction of a new church
on Del-Rio Road.
County Attorney Adam Nel
son explained last week’s hear
ing was not for consideration
of conditional use or a rezoning
application, but rather a hear
ing to discuss whether Lee was
correct in denying a building
permit to Elope Empowerment
Christian Ministries Inc. Pastor
Michael Preston brought the
same question to the Planning
Commission during an appeal
hearing in February, but the
panel voted to uphold Lee’s
decision.
Preston and his attorney
Bill Keogh, pointed out that
conversations between Lee
and Preston in 2020 indicated
to Preston that the zoning al
lowed for construction of a
church. Based on those con
versations, Preston claims that
he purchased the property and
began the process of develop
ing it. Site clearing began in
February 2021. Lie presented
documentation to the panel that
showed expenditures of more
than $8,000. Preston applied
for a permit in December of
2021. However, Lee denied
the permit based on August
2021 amendments to the Land
Development Code that al
lowed nonresidential uses on
residential zoned properties by
conditional use only. Instead
of granting a permit, Lee in
formed Preston that the BOC
would have to grant a condi
tional use.
An email sent from Lee in
February 2021, stated that ru
mors circulated claiming that
the church’s plans included
transitional housing, which the
current zoning did not allow.
