Mayor
recently, Baughman has col
lected the funds at her per
sonal residence. Her daughter,
Stephanie Daltry, acted as city
treasurer and secretary until
she resigned in March. Water
payments have taken up to
three months to be deposited
into the city’s bank account
after collection. During the
April meeting, Councilwoman
Monalisa Pollex read a nota
tion from the certified public
accountant who handles the
city’s yearly audits.
According to the notation,
the CPA noticed the delay in
the deposits and warned that
cash receipt records should
be reconciled with the cor
responding bank deposit each
time a deposit is made. Funds
should be deposited in a timely
manner, properly safeguarding
city assets.
The matter had been dis
cussed with city management
for several consecutive years.
“That is not a good prac
tice for us,” Dube advised.
“It makes accountants very
nervous.”
The Council previously vot
ed that all old and new projects
are to be ceased until finances
are in order,building is secure,
water billing software and cor
relating equipment has been
acquired. The council voted
unanimously to contract with
a Burke County city clerk as
a consultant to help set up the
City Hall. They also voted
unanimously to contact another
CPA to work in conjunction
with the contracted consultant
in setting up a chart of ac
counts. Eventually, the City
will hire a part-time permanent
clerk.
The city officially changed
its mailing address; however,
in the meantime, the mayor
will collect the payments at
the city hall for those who wish
to pay in-person. A sign will
be posted on the door stating
the days and hours she will be
onsite.
Another issue Dube brought
up is C&H Services Inc. per
forming work for the city be
fore the city receives SPLOST
funds, another practice he
advised against. Water lines
on the north side of Vidette cost
the city more than $70,000.
Repairs on the southside are
still not complete. The city
currently does not have enough
money in their account to pay
C&H the approximate $23,000
currently owed.
Approximately an hour into
the meeting, Baughman threat
ened to resign after Monalisa
Pollex confronted her about
misleading the council about
what water-related work re
mained unfinished on the south
side and changing a letter
mailed out to residents after she
and her husband, Councilman
Michael Pollex, previewed it.
“Now, if you want to take
over as Mayor of Vidette, I
will be glad to resign right
now,” Baughman said and
later threatened to resign again
stating that she could not work
with the Pollex couple. She
said she would continue on as
mayor through the process of
determining the next SPLOST
Continued from front
allocation and then give up her
position.
Later, Monalisa Pollex con
fronted Baughman about a
second generator the mayor
purchased from C&H for ap
proximately $8,000 without a
vote, using American Rescue
Fund money. It was decided
Baughman would see if she
could return the generator for
a refund.
“This isn’t our money to
make decisions with,” Pollex
said earnestly and pointing to
the citizens in attendance she
added, “It is their money.”
During the 90-minute meet
ing, the council also conducted
the first reading of an alcohol
ordinance, pertaining to the
sale of beer and wine. Although
the Vidette Country Store cur
rently sells the alcoholic bev
erages, Dube said an alcohol
ordinance could not be located.
Faced with a mountain of
issues to fix, the city is looking
into purchasing insurance. Cur
rently, Vidette is not covered by
any policy.They need to update
the city hall building to ensure
security. They also need to
purchase a new air conditioner
before the building is utilized.
“I would start with one just
so the clerk doesn’t die in
here,” Dube said jokingly.
Councilman Waylon White
was not present at the meeting.
After the meeting concluded,
Baughman confirmed with The
True Citizen that she would
resign within the next three
months due to health issues.
