Examining the pros
and cons of mulching
Georgia Environmental Pro
tection Division (EPD) defines
mulch in the Georgia Rules for
Solid Waste Management as a
product produced by grinding,
shredding or chipping of yard
trimmings, land-clearing de
bris, untreated and unpainted
wood, or any combination
thereof, that has not undergone
controlled aerobic decomposi
tion to produce a stabilized
organic product. It is consid
ered a recovered material and
is exempt from solid waste
regulations.
EPD encourages mulching
to reduce yard trimmings and
other woody materials destined
for landfills. Throughout Geor
gia, there are many uses for
ground, shredded, or chipped
wood, from fueling power
plants to providing materials
for the pulp and paper industry.
According to the New York
State Department of Environ
mental Conservation (DEC),
mulch piles when managed
properly and only exposed to
aerobic conditions, should not
produce objectionable odors.
Odor inspections should be
conducted along the perimeter
of the facility however. If
necessary, the use of odor neu
tralizing sprays can be imple
mented. Odors from a mulch
pile may be indicative of other
issues, such as if piles become
too large, hot or wet, they may
undergo anaerobic decomposi
tion. Keeping the piles coarsely
ground while they age, and
turning or restacking piles can
help prevent odors.
Mulch processing sites must
take care to prevent water pol
lution. Water both entering
and exiting the site have the
potential to bring in and off
contaminants. Spotting con
tamination in a waste source
or finished product pile can be
challenging. Contamination
can range from unwanted ad
ditions to the pile such as rocks
and plastic, to adulterated or
contaminated wood products.
Adulterated or contaminated
wood can pose a significant
health risk when exposed to
humans, wildlife and the envi
ronment. Run-on from off- site
sources and storm water from
structures, can contain differ
ent contaminants and organic
matter carried by the run-off
water, releasing elements like
iron and manganese that exist
in the surrounding soil.

Vicious dog plays Houdini,
attacks BCSO vehicle
SHELLIE SMITLEY
thetruecitizen.shellie@gmail.com
An aggressive dog used its
snout to unlatch a gate and
chased a Burke County Sher
iff’s Office vehicle at a high
rate of speed.
Earlier in the evening of
August 10, Corporal Rogers
met with Santraye Lawson who
reported that while walking on
the 500 block of Blount Road,
a large white dog began chas
ing him. Lawson attempted to
escape the intimidating animal,
by running and jumping over a
fence. In doing so, his sandals
fell off his feet. Lawson suf
fered small lacerations to his
right elbow and under his chin,
the result of landing in a large
briar patch.
Rogers noticed the dog walk
ing freely on the shoulder of
the road. While entering the
driveway of the home where
Rogers suspected the dog
might belong, the canine ran
beside his vehicle barking ag
gressively and trying to bite
the patrol car. However, the
homeowner notified Rogers
the dog did not belong to him.
Approximately two hours
later, Rogers responded back to
the area after dispatch received
a call that Lawson’s sandals
had been discovered. As Rog
ers attempted to find the home,
he witnessed the large white
dog use its snout to unlatch
the locking mechanism of the
fence. The dog barked loudly
as it chased the vehicle on the
passenger’s side. Rogers tried
to stop the vehicle, when the
dog ran under the passenger
side front door.
“I heard the thud of the dog
strike the undercarriage of
my vehicle, but I did not feel
any of the tires of my vehicle
strike the dog,” he wrote in the
report, “as my vehicle stopped
I saw the dog exit the rear of
my vehicle and ran back to
the residence (of Alejandro
Rodriguez).”
Rodriguez and his wife
reported that they were aware
that the dog has been able to
get out of the fence.
The severity of the dog’s in
juries is unknown since Rogers
and Rodriguez were unable to
locate it.
