County chooses Planters Communications
SHELLIE SMITLEY
thetruecitizen.shellie@gmail.com
After hearing from both
Planters Communications and
Comcast Business, the Burke
County Commissioners voted
unanimously to partner with
Planters as they take the next
step in solving the county’s
broadband issue.
CEO StephenMilnerpledged
that their fiber plan was set up
to last for 3-5 decades, with
room for growth. Under their
proposal, 750 miles of fiber
cable will be built completely
underground. The point-to-
point design will include active
connection to every home.
“This proposal will require
us to hit 6,062 customers with
in a three year period,” Milner
said.
Planters will offer speeds
of both 1 gig and 5 gigs as
well as a 10 gig port. Planters
currently provides broadband
service to approximately 100
Burke County businesses. Cur
rent Planters customers may
see a change in their rate that
matches the rate agreed upon
with the county. Planters also
serves most of Screven County
with the exception of Sylvania.
The next round of state grant
funding includes the intention
to include every un-served
resident. This time the funding
will be awarded to the broad
band companies rather than
the county. Both Comcast and
Planters have applied for the
grant. However, the county
will include a letter stating
they have chosen to partner
with Planters. Grant funding
will not cover the entire cost of
the project and Planters will be
looking for a monetary match
from the county. However, it
would not be economically
feasible to service the 6,062
homes without the grant fund
ing, Milner said. He assured
the commissioners there is
more state funding coming in
the future.
“I will be quite honest,
it’s not going to be a cheap
endeavor,” Milner said and
pointed out that although his
company may be a bit more
expensive than his competitors,
it is backed up with an agree
ment to maintain the service.
Planters participates in the
Affordable Connectivity Plan
(ACP), an FCC benefit pro
gram that helps provide a dis
count of up to $30 per month
toward internet service for
eligible households. Eligible
households can also receive
a one-time discount of up to
$100 to purchase a laptop,
desktop computer or tablet
from participating providers if
they contribute more than $10
and less than $50 toward the
purchase price. The Afford
able Connectivity Program is
limited to one monthly service
discount and one device dis
count per household.
Commissioner Evans Martin
pointed out that in his district
some people are served by
Comcast while others have
to resort to using T-Mobile or
Verizon towers. He questioned
if the people using towers will
be eligible to gain the Planters
service. Milner could not an
swer the question definitively.
Under the grant, service can
only be provided to homes that
are defined as un-served by the
state. There may be areas that
according to state mapping,
designate homes as served
even when they are not.
“This is our home area,”
Milner said. “When those
6,062 customers come aboard,
you will be our largest county.
You will be on our mind every
single day and we will be a
short drive away. We know
rural markets. That’s what we
do. That’s why we think we
are the right fit for the county.”
The grant funding requires
that the work be completed
by 2026. Milner estimated it
would take 8 months to a year
to complete the engineering
and staking.

Cardiology procedures taking place locally
Burke County currently
ranks in the top five counties
in Georgia for cardiovascular
disease.
Burke Health strives to re
duce the catastrophe of rural
heart health by continuously
adding services to its cardiol
ogy capabilities and giving
the community access to pro
fessional cardiovascular care
closer to home. Since August,
Burke Cardiology has made
strides in local cardiovascular
care.
Dr. Abraham Lin, Dr. Ken
dall Griffith, and Dr. Julio
Schwarz have all performed
diagnostic heart caths at the fa
cility in addition to peripheral
procedures. The Burke Health
Cath Lab offers three primary
service lines: heart catheter
ization, peripheral caths, and
pacemaker implants. They
use the newest techniques and
devices to limit and, in most
cases, eliminate the need for
bedrest after these procedures.
Cardiac catheterization (car
diac cath or heart cath) is a
procedure to examine how well
the heart is working. A thin,
hollow tube called a catheter
is inserted into a large blood
vessel that leads to the heart.
The procedure provides infor
mation on how well the heart
is working, identifies problems
and allows procedures to open
blocked arteries.
A peripheral angiogram uses
X-rays and contrast dye to help
the doctor find narrowed or
blocked areas that supply blood
and assists in determining if a
procedure is needed to open
blocked arteries.
Peripheral angioplasty uses
a balloon catheter to open the
blocked artery from the inside.
In addition, a small wire mesh
tube called a stent is usually
placed during angioplasty to
help keep it open. Burke Health
can currently place stents in
the peripheral procedures.
The facility will expand its
services at the beginning of
the year to include heart stents
and around-the-clock care for
patients suffering from a heart
attack.
"Heart attack care will be a
game changer for the commu
nity because time is muscle,"
said Frank Cunningham, Cath
Lab Manager at Burke Health.
"The longer you have a block
age, the more damage that is
done. So, you must get to a
facility for care as soon as pos
sible to ensure a better outcome
and less damage."

Burke Health prioritizes
excellent patient experiences,
exceptional care, and same-day
recovery and discharge. Thus
far, their patients have gone
home within an hour of treat
ment. In addition, all patients
have had positive feedback
about their experience and
health following treatment.
If someone experiences
symptoms of a heart attack,
they should call 911. Anyone
desiring to be seen in Burke
Health’s cardiology clinic,
should call 706-437-2690 for
an appointment.

Vidette establishes utilities ordinance
SHELLIE SMITLEY
thetruecitizen.shellie@gmail.com
After years of chaotic man
agement practices, the Vidette
City Council conducted the
first reading of their proposed
utilities ordinance during the
monthly meeting September
21.
The proposed ordinance
states that the rate schedule
contemplates single-family
dwellings and multi-family
dwellings shall be governed
by special contract agreements
made by the mayor and coun
cil on recommendation of the
town’s engineer.
Customers must apply for
water service in-person at the
town hall and pay a cash secu
rity deposit. A tap fee will be
charged.
Bills to customers for water
service will be mailed out on
the first day of the month in
which service is provided. The
bills are due upon receipt and
shall be paid at the town hall.
Nonpayment by the 15th day
of the following month will
result in water being shut off. If
a customer believes the bill to
be error, the issue must be ad
dressed at the town hall before
the payment is delinquent.
All property owners situated
so that the city’s water service
is accessible are required to
connect to Vidette’s water sys
tem. It is unlawful to occupy
any building unless water has
been connected. In order to be
hooked up, all applicants must
offer proof that any private
wells are not physically con
nected.
Copies of the water rate
schedule will be maintained
on hie in the office of the town
clerk.
CORRECTION
An article in the September 21 issue of The True Citizen, included a statement made by
Superintendent Angela Williams, misinterpreted to mean that she suspects that many stu
dents mimic the behaviors of the adults in their homes who use illegal substances. However,
what Williams’ statement was actually intended to mean is adults nationwide are exhibiting
violent behaviors as shown in the media (i.e. fighting, shouting matches, rioting, shooting).
Kids see that and think that's the way to resolve issues.
