United States growing out of war. Prosecution of such offenses
under existing laws virtually has been found impossible. 1

of Uologne will arrive here soon to remain for consistory in December
it was officially stated at Vatican today. This announcement, follow
ing the statement that Cardinal Mercer, Primate of Belgium, also
would attend consistory is considered significant, as because of war,
Foreign Cardinals are tacitly exempted from attending at consistory.

take up ‘arms on the side of Germany in December. The predic
'tion is made as soon as established communicati)ns make it pos
sible, Germany wiil make a new offer to Roumania in the form of
anultimatum requiring a reply within forty-eight hours.

Relations With England
Are More Strained

Washington, Nov. 16 —The Administration officials are making
po effort to conceal the fact that the United States is facing a serious
controversy with Great Britain on account ¢f ber continued interfer
exce with American shipping.
Having lost all patience with England, the Administration now
looks with favor on a plan to organize a syndicate t charter American
vessels and bring American owned goods from]Rotterdam.
Some insist that United States warships act-4s convoys to these
vessels, !
It was announced that the State Department will not ask Great
Britain for any further safe conduct for American ships. This is
taken to be the first step by the United States towards directing her
own affairs at sea.
Berlin, Nov, 16—Germany is ready to make peace but the Allies
must ask for it, states a semi-official article in the Vossiche Zeitung
today.
The stories that are being circulated that the Kaiser is trying
every means possible to bring about mediatjon is declared to be in
spired by the enemy. :

Alleged Tiged Among Owl’s
Atlanta, November 15.—The
idea of an owl trying to mas
querade as a tiger was offensive
to the ornithological and zoologi
cal instincts of the Atlanta de
tective department, and struck
them yesterday as being so uu
reasonable that they arrested
the owl,
They also made a case against
the Owl’s club, or nest or what
ever itis called, and locked up
the cashier and bartender. The
detectives maintain that while in
natural history there is a vast
difference between an owl which
ikeeps, its eyes onen and a tiger
‘which is sometimes blind, that
iin actual fact in Atlanta the
bird was acting entirely ! too
’much like the animal.
