Dear sir—l have been out of
the city for several days and up
on my return fin% manifold of a
letter sent by my #§Bociate com
missioner, Mr. Anderson of Ma
con, to you, in which he recom
mends the route via Waycross to
Jacksonville as the eastern divi
sion of the Dixie Highway be
tween Macon and Jacksonville.
I regret that 1 cannot concur
in the reccommendation of my
colleague gin whose judgement I
generally concur, and for whom
my great personal esteem is such
that I, with all the greater re
luctance, disagree with him in
this instance.
Both of us were in very prompt.
agreement in the recommenda
tion of the western route from
Macon to Tallahassee via Albany
to Thomasville.
The Waycross route was then
under consideration, but we con
cluded that it was best to enter
Florida through the western part
of the state as the highway be
tween Macon and Thomasville
was, at that time, admittedly the
best southbound road out of Ma
con to Florida. Itis truethatsince

has been done upon the Wayecross
route reflecting credit upon the
enterprise and the ability of the
communities along the route,
I cannot, however, bring my-'
self to the conclusion that the
claims of Savannah should be
ignored in the location of the
eastern division.
APPEALS TO TOURISTS
Savannah is one of the most
picturesque cities of the entire
South as well as being commer
cially one of the most important.
It has a special appeal 6 the véyy
traffic that would most use the
Dixie Highway during the win
,ter season in that it offers every
attraction most desirable for
winter tourists from the North
ern end of the Dixie Highway.
And in addition to this, the lo
cation of the route via Savannah
would practically put Augusta
on the Dixie Highway, for the
main highway from Macon 'ta
Savannah passes through
Waynesboro from which direct
connection is made to Augusta—
with itstremendous tourist travel
—by an already existing turn
‘pike, and one of the very best
lpublic highways in the country.
l The route via Savannah would
ialso pass practically along Geor
'gia’s ocean front closely touching
Darien, Brunswick, Jekyl and

Cumberland Islands, and reach
ing points of unusual attractions,
especially during the winter sea
son.
This route passes through
Milledgeville, the old capital of
the state, where now is located
some of Georgia’s most prom
inent public institutions—also
through Sandersville, Louisville
—one of Georgia’s earlist capi
tals—Waynesboro and Savannah,
its first capital, and richest of all
in matters of historic interest.
l It seems to me th e ideal
thing would be to make a south
ern loop of the Dixie Highway
just as has been done with the
Peninsular loop in Michigan—
letting the two routes diverge
at Macon and offering a “going
ond way’’ and ‘‘returning the
other, ’route over the Georgia
and Florida western divisions
via Albany, Thomasvilie an d
Tallahassee across Florida by
either the northern or southern
routes now provided—thence
by the east coast to Jacksonville
and thence along the Georgia
coast to Savannah, an d from
Savannah back to Macon.
, COME BY SAVANNAH
; It appears to me, therefore,
that the eastern division should
be from Jacksonville via Savan
nah to Macon following the de
tails as already set forthin the
Chattanooga hearings, and I am
accordingly making this as my
reccommendation,
Of course, with this difference
of opinion between the two Geor
gia commissioners, the settle
ment of the question must rest
with the whole board, and I
will be entirely content to ac
cept the judgement of the ma
jority.
No doubt full ~“argumente
will be submitted at once to each
of the commissioners, by mail,
by advocates of each of the two
routes.
I would suggest as the best
course to pursue that
you forward a copy of Mr. An
derson’s letter and a copy of
mine to each member of the
commission with the statement
that you have invited written
briefs from the advocates of
each route, briefs to be submit
ed say by Feb. 1, and asking
each commissioner to forward
to you his judgement after he
has received such arguments
and briefs as may be forwarded
to him during the next month.
If this meets your approval,
I would suggest that you com
municate accordingly with Mr.
W. R. Bowen, Fitzgerald, Ga.,
who is the presiden? of the Way
cross route organization and also
with Mr. F. C. Battey, Savan
nah Ga. who is the head of the
Savannah route organization.
Each of these two can then
take the matter up with their
respective routes, forwarding
to each member of the commis
sion—you furrishing both Messrs
Bowen and Batty the names and
addreses of the full commission
-——with such written arguments
as they may wish to present.
