Hogle probably more than any
one else is due the development
of christian character of these
girls during the six weeks they
were here. Mr. Hogle earns his
living at the work-bench and in
poor bealth at that but he never
faltered.
They two had but one aim—
and that was to give the little
girls a chance in life. They are
not bad children—but rather
above the average and naturally
bright intelligent and lady-like
having come from a good family.
Hazell—the younger was a little

every night and iavariably re

Mrs. Hogle was not at the table.

Hepburn railroad rate bill last

government rate making, was
ithe first to make a set speech on
‘the bill in the Senate, He said
‘that Congress has not power to
‘make rates and predicted that
}the Supreme Court will so hold if
‘the question ever goes before it.
- Senator Foraker called atten
‘tion to the fact that the Commit
‘tee which recommended the Hep
‘burn bill to the House ackoow
ledged that it was unsatisfactory
even to those who detire rate lek
islation, and yet it was now
being demanded that the bill he
passed without amendment. He
predicted that such action
would be disappointing to the
whole count:y as well as an abdi
cation of law makiong functions on
the part of the Senate.
“The gross revenues of the
roads are so closely calculated to
meet interest, dividend and
operating expevses,” he said,
““that a reduction of one mill on
the cost of transporting a ton ofi
lfreight per mile would so reducei
}tbe aggregate as to make it im
’poseible for the roads to pay one
dollar of dividends on their
|stock; and a further reduction of
one and one half mills per ton
per mile would make it impossi
!h]e to pay one dollar of interest
on their boanded oblizgatioans.”
