To the tranquil readers of the
World, looking on at a great safe
‘distance, it seems an awful oui
| rage agaiast civilization, and no
‘thoughtful citizen fails to deplure
and condemn it. But if one oi
you who read had lived for one
week with the dear women of the
household under the shadow and
terror of this crime, you would 1
have found at least an explana
tion for a lawless revolution
which cannot be legally justificd.
Do you ask me how this riot
can be rebuked and this mob
made impossible for the future?
I will answer you frankly that it
is likely to occur again.

The race question is more im
pending and threatning now than
it has been in twenty years. The
tension is sharper, the antago
nism deeper between the races.
The hope of a permanent agree
ment has slender foundation.

doubtless left a blet on our civili
zation. Every good citizen in Geor
gia will deplore and condemn the
indiscriminate slaughter. I fer
vently deplore it. But the out
raged people had tried every
known remedy and failed. And it
will undoubtly clear the atmos-i
phere and keep the negro in or
der for five years to come. They
are already assuming a different
tone. There may be sporadic
lawlessness, but the back-bone
of insolent aggression is broken
for a time, and there will be few
er outbreaks, and more of tran
quillity for a long season. The
men it will save in the future will
outnumber ten times the men
who were killed on Saturday.
The present riotis at an end.
The city is quiet to-night, the
streets are cleared, the military
on guard, the negroesare whip
ped and humble, and there is no
danger apprehended anywhere.
But the trouble may possibly be
reopened with another wave of
lustful crime next summer,
