each of these papers the append
ed reply, which read on Monday
by rearly 2,000,000 readers,
serves at least to enable our
friends in the East and the West
to realize the provocation under
which tbis people acted, and to
understand our Southern situa
tion as they evidently have never
seemed to understand it. It is
just as well to give the same ans
wer to the readers of the Georg

the cumulative provocation of a
'series of assaults by negroes up
on white women, which in numb
er, in atrocity and in unspeakable
audacity, are without a parallel
in the history of crime among
Southern negroes.
~ There have been 11 assaults or
attempted assanlts within the
past seven weeks. Of these
fiends only four have beenappre
‘hended and seven havye escapad
scot free, and are now at large in
‘the community.
~ Eight of these assaults have
beenin broad daylight, and in
most instances in the open air
within a stone’s throw of other
residences. One assault was at
tempted at 9 o’clock in the even
ing in the brilliantly lighted par
lors of a city residence. Two
have been attempted almost with
-lin twenty feet of the man of the
house, the criminals escaping be
fore the men could reach them.
Inalmost every case the woman
victim has been brutally mutilat
ed and disfigured.
And the entire eleven mons
trous efforts, five successful and
six unsucessful, have been made
right in the city and surburbs of
Atlanta, the capital of the New

our civilization, with a white
population nearly twice as large
as that of the negro.
It is utterly impossible to
reach an explanation of this tidal
wave of crime. Whether it be
due to the lust begotten by the
remarkable increase of the co
caine habit among the negroes,
whether it has been stirred by
the revolutionary harangues of a
local newspaper, whether it has
come from the frequenting of
low liquor dives on Decatur
street in which are exposed the
pictures of nude white women,
or asis more likely, from all
these causes combined, it is cer
tain that Atlanta nor aay other
Southern city has ever passed
thro such a horrid carnival of the
unspeakable crime as during the
closing weeks of the present
summer.
The city has been at high ten
sion for six week of past. Pub
lic meetings have been address
ed by the most conservative citi
zens. Our county police system
has been quadrupled, 250 deputy
sheriffs have been put on duty
and most of the Decatur street{
fi finer densi bave been closed. ‘A‘
to compel the negro editors,
preachers and teachers under
threat of a practical boycott, to
cease spending all their breath
and energies in the denunciation
lof lynch law and to preach with
all their ransomed powers hell
and damnation to rapists. They
responded loyally, and for the
first time since we have had a
race problem the white man as
had the full and hearty co-opera
tion of the respectable negroes in
the suppression of the rapist.
And yet in spite of this extra
}ordiuary improvement in condi
itions, the rape of white women
‘has multiplied in appalling fash
ion.
It has been a reign of terror
for Georgia women.
There is not a white woman in
the region of Atlanta who has
had a tranquil day or night with
in this period. The white wo
‘men have been trembling priso
oners in their homes, and their
husbands, sons and brothers
have been held in the necessity of
guarding them unceasingly.
There are few men who dare
to leave their families after night
fall—either to attend public
meetings, to pay a social call or

their choice. The whole section
has been growing more and more
intolerable.
Every thoughtful citizen has
realized that Atlanta has been
sleeping upon a volcano for weeks
Under these conditions Sature
day afternoon was drawing to a
close. There had been an at
tempt at rape for each of the
the preceding days right in the
heart of the city. The regular
afternoon editions of the. city
papers came out on time without
an addition to the grewsome
record, and people breathed
easier.
} Half an hour lateran afternoon
extra appeared announcing that
there had been four rapes at
tempted in swift succession
within the hour, two of which
had been successful. Another
paper issued an extra, and in
one short hour the populace of
Atlanta was in a frenzy of excite
ment. By seven o’clock the first
crude and impromptu organiza
tion was formed. And from
seven o’clock until an hour after
midnight Atlanta passed thro
the throes of a riot which has
had no approximation in South-
