minds to introduce the sweatshop and
to drive the clothing workers into in

“Since September, 1917, an agree
ment existed between the Clothing
Manufacturers’ association of Boston
and the union. Said agreement pro
vided for the settlement of disputes
either by conference or by reference
to a board of arbitration. On Decem
ber 6, 1920, the Clothing Manufactur
ers’ association broke the agreement.
They decided to resort to industrial
warfare rather than to negotiations
and arbitration.”
