In discussing a current re
port in Athens in the nature of
propogonda in regard to the
governments attitude toward
fixing a price for cotton seed
and by-products Congressman
Chas. H. Brand of the Eighth
District of Georgia, who is in
Athens on account of the ill
ness of two of his children,
gave out tne statement to the
Banner represenative last night
that the administration authori
ties had considered the matter
in a formal hearing and decided
that it was a proposition of the
law of supply and demand.
Judge Brand continued by say
ing:
“Efforts have bsen made to
induce Washington authorities
to take a hand in this matter
with a view to run down the
price of cotton seed. It is true
that there was a hearing by the
department of Agriculture on
Oct. 7th, relative to a reason
able profit on cotton seed meal
and by-products, but after de
liberation the department de
cided it would be unwise to
name a fair profit for cotton
seed meal, or other ammonated
raw fertilizer material. This
action of the department of
agriculture was given to the
Press on Oct. 10.
It is also true that no effort
has been made, either by the

tended In Case of Cotton and
Other Staples,
Washington, Oct. 12,—After
a parlimentary tangle which
held up for consideration in the
senate for more than two weeks
the Senate committee on bank
ing and currency favorably re
ported the Platt-Brand bill,
previously passed by the houee,
which liberalizes the discount
features of the currency law so
far as fchey relate to the finan
cing of cotton and other staple
crops,
The house bill, which was
steered through the lower body
by Chairman Platt of the
currency committee, and Rep
resenative Brand of Georgia,
amends the currency law by
broadening the provisions,
limiting to ten percent of capi
tal and surplus the amount
which any national banking
association may loan to one firm
person or corporation. The bili
was drawn to relieve the pres
sure which has arisen chiefly
in financing cotton, but it also
applies to an extent to cattle,
corn and other staples,
The bill provides that for
staples financed by notes se
cured by warehouse receipts or
by shipping documents an ex
ception may be made, broaden
ing the loaning powers of the
banks to twenty-five percent of
capital and surplus for a
period of not more than six
months in any consecutive
twelve months.
