the board of public works wa, read at
the meeting of council laat Tuesday
night, mention of which waa made In
tho Telegraph Wednesday morning:
Macon, Go., Sent 27, 1801.—To the
Honorable Mayor ond Council, City of
Macon—Gentlemen: In ncknwledglng
yotlr resolution of September 12th, laat,
as follows: "Whereoe. the appropria
tion for the street department having
been exhausted, .with no funds upon
which to draw, be It resolved. That
from the paasege of this reoalutlon no
further work shall be done on the
streets requiring the expenditure of the
city's money unless such work be or
dered by the mayor end council; but
thia resolution does not mean to Inter

at considerable cost to the city.

ment from me necessary.
At the meeting of the mayor and
council held September U. It wns my
privilege to offer a resolution in that
body which was. in effect, that as the
several appropriations were near ex
hausted. no more work on th* street,
should be done unless authorized by
council. It awe a harmlrew resolution,
had not the .lightest trace of bitterness
In It: neither did tt reflect upon tho
board ot public works as a body or *a
Individuals. It wss simply Intended to
call a halt on work except that wh ch
wss absolutely necessary and lor which
we could pay.
At the last meeting of council, the
board ot public works addressed that
body a lengthy communication refer
ring to mv revolution, nnd with a pile
of mbstutemen'.s and criticism, of my
I-x-ltlon In particular, and that of thp
oounril In general, and proceeded to
tear h.rir and fret and whine because
possibly somebody might say the board
(with the exception of Mr. Kills, who
dim,eked from the others.) might have
done something wrong—Just as though
It were possible that «o great and good
people ns Messrs, Oannenberg and H»-
ikMM could do any wrong.

mayor’s Icku that the change made In
the eewer plan* would save enough to
ray for this work, and thus benefit a
large number of citizens. Couricll took
the same view of It umd adopted the
recommcnUritlon, Tho nbxtt Thing coun
cil heard of this matter was the ad
vertisement of the board culling for
bids for the work and submitting the
bids to council for approval, which
was done July 6.
So much for Bio work. It will be
seen Thait 1f n great amount of public
Improvement ha* ibeen done, the board
certainly hue as much glory for re
questing It os The council. It 1s not
my purpose to find fault with the board
of public works, even though they at
tempt to saddle on council many of
their own alns, but I must deny that
They hive been controlled by Council.
If council could have controlled them
In the least, .hero are a number of
places ejtdly in need of work that
wouldjhave been ntitertded to long ago.
The fact Is, this has been a sort of
one-mum Institution for a long time
and has run counter to council when
ever The opportunity was presented.
The chairman Gins been absent nearly
all itho time, and until recently Mr.

command. Some time ago a cinder
