CIVIL SERVICE RULES
As Applied to the Government Print
ing Office.
Washington, June 14.—The govern
ment printing office rules as signed by
the president provide for the grouping
of the force into classes, on a basis
of compensation.
They provide for practical, competi
tive examinations! and for places for
which examinations are not practica
ble for the registration of applicants
and their appointment In the order of
registration. Limitations of ages are
fixed at 21 to 45 for men and 18 to
35 for women.
No application may be received for
admission to one of the mechanical
trades tf the applicant has not served
at least five years at the particular
trade, one year of which must have
been rendered as a journeyman. In
other respects the requirements for
examination are similar to those In
other branches of the clasifled ser
vice.
There are now but few branches of
the service not under civil service
rules. Steps are being taken to In
clude them all, and it Is a safe pre
diction that the pension agencies,
eighteen in number, employing ^ver
200 persons; the interstate commerce
commision and other bureaus will
eventually be taken in .
From other authority than Com-
misloner Proctor, it is stated posi
tively this afternon that the United
States pension agencies will be brought
within the provisions of the clvl ser
vice law not later than* July 1. The
order to this effect will probably be
promulgated within the next few
days. This change Is deemed neces
sary, not only to prevent dismissals
for partisan purposes, but also for the
Improvement of the service, inas
much as the average Intelligence
among the clerks who have been ap
pointed of igte years is said to be
much higher than those who secured
places under the old method.

Gables.
Washington. June 14.—Secretaries
Carlisle and -Herbert and Postmaster
General Wilson did not attend to
day's cabinet meeting, each of them
being out of the city. All the other
cabinet officers were present.
The session was not unusually pro
tracted and It Is said was chiefly de
voted to closing Up routine details
prior to the summer recess. An im
pression prevails that - this will Ke the
last cabinet council before the presi
dent leaves for Gray Gables.
CARLISLE TN KENTUCKY.
TO HANG JULY TENTH.
The Two Jacksonville Murderers Re
ceive the News with Coolness.
Jacksonville, Fla., June 14.—Sheriff
Bowden, of Duval county, received to
day the death warrants for William
Jones, convicted,of the murder of his
daughter Florence Jones, and Alexan
der Sims, convicted of the murder of
Policeman Edward F. Minor, April 7,
1895.
The warrants fix the date of hang
ing of both men July 10.
Neither of the men displayed any
nervousness during the reading of the
warrants. Jones still maintains his
innocence. Sims said he was sorry for
the deed, and was ready to give up
his !lfe«for it.
It will be remembered that Jones’
daughter was found lying in some
bushes In the outskirts of the city with
her throat cut, and over sixty knife
wounds In her body. The murder re
mained a mystery for several days.
Finally Jones was arrested. The evi
dence, although circumstantial, went
to show that Jones had killed his
daughter to prevent the fact that he
had been criminally Intimate with
her from becoming known. The girl
was in a delicate condition.
Sims murdered Policeman Minor who
went with his brother, Lieut. Minor,
to arrest Sim sfor the murder of a
negro known as “Bud” Stucks.
EARTHQUAKES.
He Delivered Another Speech That
Aroused Enthusiasm.
Louisville. Kyi," June 14.—Secretary
John G. Carlisle delivered . his third
sound money speech in Kentucky 1 to
night to an immense audience in Mu
sic Hall.
Mr. Carlisle was introduced by Hon.
Charles R. Long of the Democratic
state executive committee.
The secretary’s address was mostly
a repetition of his speeches at Coving
ton and Bowling Green, only that he
directed his efforts mainly to the
working classes. Among other things
he said that the administration of
President Cleveland would be fully vin
dicated. This brought the audience to
its feet and the speaker was cheered
for nearly three minutes.
Mr. Carlisle said that an era of
prosperity vvos now at hand and it
would dally Improve If the people
would forsake "this free silver foolish
ness” and get down to business. Con
fidence in the American monetary
system must be broad, which meant
plenty of money for enterprises, which
would not come, lie said, until the
present silver agitation passes.
After the speaking Secretary Car
lisle was tendered a reception at the
Watterson Club, where he was warm
ly greeted.
A Number of Severe Shocks Felt in the
West Indies.
(Special correspondence of the United
Press.) *
Barbados, W. L, June 3.—Intelligence
has Just been received here from An
tigua, Barbados, and St. Kitts, of
several shocks of earthquake having
been experienced In those islands from
the 20th to the 24th ulto.
At Barbados the selsvlc disturbances
had been unusually severe, shock after
shock following iri rapid succession,
and the eartb heaving bb perceptibly
as a wave upon the ocean.
On the 20th ulto., no fewer than
eight severe shocks—each lasting for
several seconds—were experienced.*
Considerable damage was done to the
school house and church, the Great
House, and many dwellings and walls
thoughout the island.
At Antigua the disturbance was also
severely felt, the shocks being accom
panied by a loud rumbling sound, and
houses and other foundations were
shaken to their foundations, earthern-
ware and furniture shaking, and rat
tling with a distinctness as to leave
no room for doubt as to the cause.
At St. Kitts a like state of affairs
was experienced, though the shocks
were less In number and severity.
EDMOND L. PATTON.
A Well-known Young Man of Savan
nah, Attempts Suicide in Bristol.
Richmond, Va., June 14.—A Bristol
(Tenn.) special to the Dispatch says;
Edmond L. Patton, a young man who
came here from Savannah, Ga.
week ago, attempted suicide In Young
& Co.’s hardware store at 6 o’clock this
evening by shooting himself in the
left breast.
He pretended that he wanted to buy
a revolver, and, loading it, fired quick
ly and fell to the floor.
The hall ranged upward and lodged
in the shoulder. He will recover. He
had been drinking heavily all day.
He ie 24 years of age, and was pay
ing attention to a young lady here.
He has been in the employ of George
TIedeman & Co. of Savannah, and Is
a member of the Savannah Guards.

The Defaulting South Dakota Trea
surer to Pay $100,060.
Pierre, S. D., June 14.—Attorney
General Crawford has returned to the
city. The terms granted Taylor is
settlement to the fulj amount due the
state and the surrender of W. W.
Taylor. Of the payment. $100,000 Is to
be .cash and all property owned by
Taylor, consisting of Chicago real es
tate, lands In .Southern Illinois, New
Mexico mining stock and South Da
kota real estate, to be turned Into
Land Commissioner Lockhart, the
property to be valued by Governor
Sheldon, Land Commlsloner Lockhart
and Attorney Gneral Crawford, and
any deficit remaining to be made good
by the bondsmen.
A free passport was furnished for
Taylor and placed In the hands of a
trusty agent, who brings Taylor, and
will leave Chicago for Pierre next Sun
day evening, reaching, here Tuesday
morning. A special term of court may
be called to sentence him, as he de
sires to plead guilty and begin his
sentence as, soon as possible, but he
may not be brought Into court untlj

TROOPS ON THE SCENE
In South Carolina to Arrest a Negro
Desperado.
Columbia. S. C., June 14.—The States'
special correspondent, accompanying
the Abbeville Rifles, ordered to the
scene by Governor Evans to suppress
a race riot, arrived at Mount Carmel,
a little town In Abbeville county, at 3
o'clock this morning.
The soldiers made part of th* Jour
ney on a special train and then took
wagons for miles. The town was quiet
when the troops arrived.
The trouble had been caused by
the killing of a negro, who resisted ar
rest, by two white men. This section
being thickly settled with negroes, they
became demonstrative and made
threats, but It is not believed there
was any real danger of a conflict.
Upon arriving at Mount Carmel, the
sheriff, backed by the troops, ar
rested the negroes who took the most
prominent part in Instigating trouble.
QUARRELED OVER HOGS.

Dead.
Chattanooga. June 14.—8. F. Chris
tian and George Martin, engaged In a
quarrel today over the former’s hogs,
breaking Into Martin's cornfield, when
Martin shot his neighbor dead. The
deceased was a good citizen, and
leaves a wife and three children. His
slayer escaped.
