Honorable Mayor and Council:

pleale And my-annual report.
In the conduct of my office I will
aay 1 have Installed a. system by
which the transactions aro kept, a
record of the leases, rentals, con
tracts, franchises and all other
amounti arising from the several
sources, such as, railroad connec
tions, lease of the city reserve, ren
tals of the public property and
parks, tho .paving of tho streets and
sldowalks, and the repairs done by
the city for all parties. A resolu
tion covering the above, that the
system bo continued. Is of great Im
portance.
I have also oponed a digest and
have entered the names of all the
white eltlxens having paid their
street tax for 1908, this digest will
be of great assistance, and can be
kept from 1907, to and Including
1920, and an ordinance requiring
this would bo valuable.
I have also checked the digest
and entered the names of all those
whose tax remain unpaid as shown
by said digest, 1878 to 1907 Inclu
sive.
Upon Investigation I found that
there was duo the city by sundry
parties, the sum of 83,724.07 for
laying of sidewalks. These parties
claimed that blit has never been
rendered them for the several
amounts. My report will show that
81,200.08 of this total amount has
been collected, and I am reasonably
sure of collecting tho balance of
82.517.99.
Ill tho careful checking of tho
property book I have found, nnd en
tered upon our digest property that
was escaping taxes amounting to
8106,350, some of these amounts
date back as far as twelve years on
which I have collected.

by tho paving book la 810,630.98.
I found a large portion of this paving
lias been duo the city for about
eight years, a number have not paid
anything on the principal or tho In
terest. I hnvo mailed overyono an
Itemized statement, and await your
Instructions as to how to proceed In
the collection of tho various
amounts.
1 beg ngnln to call your attention
to tlio groat Importance of the need
of u vault for tho preservation of
tho records, etc., for nil the offices
of the city. Also for tho establish
ment of public closets nnd layatory,
also for tho heating of tho offices
and auditorium.
To cliitnxe tlio method of collecting
tuxes. In my judgment the best inan-
mr to solve tills problctp would be to
completely change our system. Ily
fixing tho date, toy, April 1st, that
taxes for tho year should became duo
wjlh n privilege ns now given to ho
paid quarterly, nnd tho charging of
Interest nt n fixed rate, say, S por
cent on nil tnxes not pnld. And tho
Inst payment nhouUl lie duo and the
bookn should closo December lfith,
then fl fas should ho Issued nnd pro
ceed to collect rcgulnrly ns now. This
method would equalize tho now unjust
discrimination.
For example, the person owning his
humble home of J1.000 or 12,000 Is bur
dened with tho exact coat ns tho man
owning 810.000 or more.
In my opinion the board of asses
sors should bo appointed by the year,
with a compensation sufficient, that
thov might g!ve Hielr entire time snd
attention to the finding and assessing
personal property by personal Inspec
tions. This would Increaso the tax
value of our city from 85,000,000 to
80.000,000.
And I especially call your attention
to the unjust method that Is now In
vogue by our state concerning the pub
lic utilities companies. Wo hnvo In
our city over 24.000.000 In taxable val
ues that are returned to the ntate.
Wo get the taxes on but 82,810.444,
thereby making a difference of over
21,700,000 that wo aro unjustly de-

attention to the Improvements of the
Central of Georgia Railway Company,
amounting to over $600,000 In 1906
and 1907, and their total returns Is
but $662,344, a* Macon’s portion a*
given by the state, giving us but at*,
increase over 1906 nnd 1907 of $0,301,
when we should have had over $60C,-
000 Increase.
I urge your honorable body to have
the law changed, that our city might
at least b# represented or treated
fairly. .
In the collection of street taxes my
report will show that the system which
1 used was successful, as the amount
collected in this Item I# more than
double that which has ever been col
lected before. And J respectfully sug
gest that to improve on my method
will be fqe the mayor to appoint three
men. exclusive of anv one employed
by the city, tho compensation to be
fixed at 10 per cent on all collections,
and in my judgment this method wilt
get for the city between $6,000 and
$7,000.
Tho system of Issuing receipts are
that they are numbered serially and
those handling them must either re
turn to the marshal $2* or the receipt.
Therefor© tho check Is complete. I
wish to call your attention to tho large
number of receipts that have been
Issued for street tax in 1908, and there
is but ono name missing and that Is
tor receipt number 2i4l as shown on
stub of book.
I respectfully call your attention to
the handling of the public property at
Central City Park, so far as the tilling
of tho land in 1908 for which the rent
had previously been collected, amount
$500. and as handled by you for the
year 1908 has netted tho city over
$1,600.
1 Invite your Inspection of the state
ment hereto attached giving you a
list of the Income from several sources
with the amounts that wan due by
them and becomes due annually. In
checking over these amounts I found
considerable duo on tho leases for
which I have collected as far back ac
1902, and some that aro still due and
have never been paid.
1 beg to recommend an arrangement
b« made with tho clerk of the superior
court that a report of all records of
transfers that are made of property bo
reportod to your marshal, weekly or
monthly, the compensation to bo flxed
so much for each report.
I will suggest that the changing In
the collection of taxes will be a great
saving to the city and 1 recommend
that no discount bo allowed if the
changes aro made. The amount of
taxes that were discounted In 1908 waa
$69,621.80 at the rate given, 4 per cent,
and the city was deprived of the rev
enue of $2,748.S7. I will say the only
relief under the present system is the
giving of this discount.
1 urgo your consideration of the ad
visability of reducing our tax rate from
$1.25 to $1.00. Iti my Judgment this
can readily be done, with tho correct
value placed upon all -toxablo proper
ty. As now there Is assessed on both
personal nnd real amounting to $21.-
791.412. With tho values properly in
creased exclusive of the church, schools
and non-taxnble properties and also tho
public utilities companies If we got
our Just portion would bo about $30.-
000.000.
We are In a position to Issue $1,500,-
000 In bonds and have a surplus value
of over $600,000, own our water and
lighting plants, nnd have for paving
and Improvements n balance of $750,-
000, then tako In all tho suburbs, let
tho radius bo a three-mile circle from
city hall, giving us- $50,000,000 In prop
erty and 75,000 population. Now wo
have tho best school system In the
United States, the finest climate in the
world, and tho healthiest and cleanest
city In America, and tho most beautiful
city ln ; the land.
