is supposed to be kindly intentioued, and
there is no reflection on bis fidelity as to
what he believes to be the interest of the
people at large, but io what has he helped
the country? As the recognized .leader of

control and importance? What wrong has
he redressed, or wbat good accomplished?

We are actually paying out $70,000,000 this
year for pensions alone. A scheme wbich
was pushed through a Democratic House
in ItsT'J under the title of arrearages
of pern ions, and which is like a
crevasse in a Mississippi levee, without
limit to its devastation, unless heroical y
checked in presence of danger, and whicn
was so loosely enacted as to permit as much
fraud as profit to tbe horde of Washington
claim agents who fatten on both fraud and
profits, sod which was a gratuitous affairto
people who were already drawing a hand
some stipend from tho national treasury,
this pension law swallows up more and
more of our money year by year. Every suc
ceeding Congress adds fresh amendments,
alweys to make tbe leak larger, until the
taxpayers of this country will be bankrupted
unless there is a vital change in procedure
in the near future. But there is no change
in eight Iinstoad of a check on the waste
there b»v« h««n added nearly one hundred
millions over the expense estimates of two
years ago. Some of this outrageous in
crease is yet in Mr. Cleveland's power to
check, but will he do it?
The Republican party was actually afraid
to do what the leaders under this adminis
tration are conniving at without a blush or
apology. No doubt they were willing to
squander so long as there was a dollar in
the money chest, but tbs Democrats kept
up such a clamor charging corruption and
thievery that they dared not pass such an
enormity as the arrearages of pensions bill.
When the Democratic House of Represent
atives pushed it throngb a Democratic com
mittee and advocatod it in the open House,
then the Radicals were shrewd enough to
jump astride the hobby aud ride it to suc
cess. Actually, tbe deluded Democracy,
bent on looal advantages in Ohio, fastened
on the taxpayers of this repub
lic a plundering scheme that will
return to plaguo the inventor whilo Dem
ocracy has a habitation or a name in this
republic. Tho New York Herald says we
have paid out already $218,000,000 einoe

this vast amount has been banded over as a
gratuity to men who were already in receipt
of a regular monthly income from the
treasury, and no repentance for tbe act,

We can't afford to hire a President for such
work, no matter how paiostaking he is in
doing it. Theenormity of tho new feature
just added to the already oppressive pern
sinn laws, seems to have escaped him on

and aa a result, the North will absorb for
ita Union soldiery every dollar that the

section which made Mr. Cleveland a Presi

If, Mr. Editor, this increase, this squm
dering of tax money—this eternal mortgage
on every Southern enterprise and industry
—had been inflicted under either Hayes or
Arthur, what a storm of resislanoe would
have been heard! Yet we are told by such
creatures aa edit certain Georgia newspapers
that the aooeess of the Democratic party ia
far above the welfare and prosperity of the
people. A man whe* complains is taunted
with bis helplessness; and, like Tweed with
bis arms up to the elbows in Now York'i
strong box, these paid hirelings cry out
