GOVERNOR HOLDS THE CARDS.
A tlanta. Jan. 30.—(Bipedal.)—Today
the governor received several letters
from depositories offering to pay rea
sonable rates' if Interest, the proposi
tions averaging from 2 to « per cent.
The governbr also received letters
tram some of tho depositories declining
to ipay any Interest al all. It Is un
derstood that Governor Atkinson threw
a bombshell Into the midst of the
bonkers rwben he took the position that
ttie combination they contemplater to
defeat te payment of Interest to the
state, when they met here on Monday
was sufficient ground for their sus

Washington, Jan. 30.—In the house
today Mr. Catchhigs reported from the
committee on rules a resolution for the
consideration of the Reilly Pacific rail
road funding bill. It provided for gen
eral debate from the adoption of the
resolution until 3 p. m. tomorrow,
Thursday's session to begin at 11
o’clock, debate on the five-minute rule
to continue until 4.30, when tho vote
shall he taken on the pending bill and
amendments.
A remarkable debate followed. The
resolution a-nd the committee on rules
were violently a tacked for unduly re
stricting debate oy Boatner (Democrat)
of Louisiana, Maguire (Democrat) of
California, Bryan (Democrat of Ne
braska, and Cooper (Republican) of
Wisconsin, and defended by Catehtngs
(Democrat) of Mississippi, Kyle (Dem
ocrat) of Mississippi, and Reilly (Dem
ocrat) of Pennsylvania.
The attitude of the Democratic party
toward the question Involved in the
bill was attackad -by Holman, who said
the party had always frowned upon
every attempt to settle the matter.
This was vigorously denied by Mr.
Catehtngs, who criticized Mr. Holman's
"prrvleucr.ee"' and asserted that the
statement was untrue. Mr. McMlllin
(Democrat) of Tennessee, Joined tn the
ooiloquy, which -was conducted with
much gesticulation and denunciation,
and pounding of the speaker's gavel,
and was finally ended only by the
efforts of the sergeant-at-arms.
The demand for tho nrevlous ques
tion on the passage of the resolution
was seconded by a vote of 133 yeas
to 121 nays, and then, before the de
sired vote was taken upon the passage
of the resolution, a modification was ac
cepted by Mr. Cutchfngs. and It was
agreed to by unanimous consent. As
adopted the resolution provides for
general debate up to adjournment of
tomorrow’s session (which shall begin
at 31 o’clock) and in whatever time
the committee on tho District of Co
lumbia shall . jt occupy of Friday's
session.
The debate from the beginning bad
proceeded aqild some confusion, tho
members crowding about tnc speak
er and thronging the area In front
of his desk; but all that was nothin it
to the hubbub that accompanied Mr.
Catching* efforts to close. He said the
rule did not commit the house to any
settlement of tue question; the only
question Involved was as to wbetner
or not the house would proceed to con-
■ the btJ, and he could not un
derstand why so much excitement
should -be canned over a simple order
of business. He understood tnere were
members on the floor who would not
be sorry if the government * rights and
Interests were sacrificed, und the prac
tical question facing the house was.
should an effort he made to get the
money due the government. He be
lieved that the house would be recre
ant to every trust If It failed to make
every effort In.that direetkn. The gen
tleman from Indiana (Mr. Hclmank
said Mr. Catching*, had asserted what
was not true, that die Democratic
party had frowned upon every sritempt
to settle or compromise the debt.
At ttale Mr. Holman was on his feet
shouting end gesticulating violently,
and half a hundred members crowd -d
about the speakers, whose voices were
drowned in the tumult, to. which the
