“Yen; by proper distribution of the

stevedores. It frequently happens that
there are men getting in esvdh others
way now on some ships and not enough
to <?o the work on others. We should
avoid all such hindrance* to rapid
work. And, besides that, me should be
willing to work Sundays In seasons
when theroJs a rush without any extra
dhargo to the ship agent*, our contracts
standing at 35 cents. It Is nett our pur
pose In this to abut, out negro labor.
There are a conelddrable number ot
skilled negro ncrewmen, and In carry

APPHARANX5E ON THE LEVEE.
The levee today presented somewhat
at a holiday appearance. There were
fow men at work, and everything was
quiet, one would not be reminded of the
turbulent events of the past few days
wore It not for the large number of
police who parade the river front.
These were seen In all sorts of occupa
tions. Some whittled long sticks of
wood with their knives, others reading
the newspapers' and several were tak
ing a quiet dose In obscure cornera.
Apparently, they were tired of levee
duty and Ion* for the time when they
will he able to return to tbelr old dis
tricts, although where _ they are now.
nothing more Is required of them than
to Show their brass buttons and blue
suits.
A striking feature on the levee today
was the almost entire absence of ne
groes, and except for those who are
members of the scrcwmen’s union not
one could b» seen. It was said In a
Jesting way by several screwmen that
“a nl&per would not work on this
wharf today for 340 n day," and it
would seem such an opinion was not
erroneous, as not a single negro ap
peared this morning at any of the ves
sel* to twgln work. The militia com
panies were not placed on duty on the
levee at 6 o'clock this morning, as It
was at drat proposed. They arc nil on
duty, however, at thetr respective arm-
ori-s, ready to respond to any call at
a moment's notice. Every oar li sax',

minate. Many would have the militia
called out so that work on the terse

THE STATE'S POLICY. •
The governor is not disposed to dis
cuss the policy that would be fallowed
by the state government In quieting the

Huntington, Ind., Marsh 13.—This
morning the out-r door of the time-
lock safe In WBsmuth & Sons bank,
nt Roanoke, Indiana, was blown off
with dynamite. The explosion
awakened Charles Reginald. He went
cut Into the street end was assaulted
by three masked mwn. HI* -wife fol
lowed and ber screams groused the
town. The robbers were chased In n
buggy to Sheldon, eleven miles distant.
The robbers deserted the rig, whtoh
was stolen from n Roanoke livery
hern, and escaped in a dense woods.
Officers are no their track and expect

Columbia, S. C„ March 13.—This af
ternoon at 3:11. Just as the doors of the
Carolina National bank had been dos
ed for the day, a pistol shot rang out In
a rear bod room In the -bank and the
officials ran back to die room to find
Mr. Alfred Burwell S ymmers, the
bank's bookkeeper, one of the most
prominent young men In the city, lying
aorosd the bed dead with a bullet
through his heart He was a member
of one of the leading families of the
State, of 0he highest integrity and
character, and the tragic death created
a wave of excitement. It Was first
thought that he had committed suicide,
but the Idga was abandoned and an in
vestigation was at once commenced.
The result shows that the killing was a
fearful accident The young man's
books were In perfect condition.
He was on the best terms with every
body. An hour before the tragedy, he
wrote a pole to a friend asking for
.certain things to be sent him In a few
days. It was written In an excellent
humor. It seams that every afternoon
he has been going out on his wheel for
a Jaunt In the country- He always
.took the pistol with him. and a*
"broke" it, to see If it was loaded. He
had already rolled his wheel out and
had put his trousens clamps on. it ap
pears that when he went to break the
pistol he caught the double action trig-
ger Instead of the guard and sent the
