“Gentlemen” and Government
Ar- a meeting of the board of al
dermen of New York the other day
the following conversation was in
dulged in :
“I understand that the gentle
man of Brooklyn says that some
of that .$15,000 was expended on
champagne. I want to say that a
man who would sav that is a cur.”
Alderman Dowling turned upon
Alderman Kenneally and said in
carefully measured toires:
‘‘The gentleman of Manhattan
is a liar.”
Down came President Mitchel’s
gavel with a savage thump. He
said :
“I demand that the gentlemen
from Brooklyn and Manhattan ex
change mutual apologies or else I
shall he obliged to have them con
ducted from the room.”
Alderman Kenneally spoke first.
He said : ‘‘lf I can think of milder
word than ‘cur’ to express my sen
timents I shall be pleased to use
it.”
‘‘Apology accepted,” announced
President Mitchel.
Then said Alderman Dowling:
‘‘l affirm that the gentleman from
Manhattan is a liar, and if he de
sires that I express myself in
other terms I shall he glad to do
so if the gentleman will step out
side,”
‘‘Apology accepted,” replied
President Mitchel. “The gentle
men will proceed.”
After such proceedings need any
person wonder that there is a loud
demand for the abolition of alder
manic or any other kind of gover
ment. —Telegraph.

ble-minded and in their institu
tion 20 per cent are epileptics.

among others for those dangerous
to the community and who can’t
be kept out of jails. They make
all useful and comfortable and re
lieve poor families of unspeakable
burdens
Pennsylvania says, we have in
one of our institutions members of
oin* family who cost the state
more money in alms houses, in
sane asylum, jails, courts, and
prisons than the entire cost of
one of these instui ions. New York
finds profitable an instu i >n for
women of childbearing age, 600

to 30 per cent of those in the peni
tentiaries belong to this class and
should have been confined since
childhood.
Georgia must not neglect. One
girl neglected may leave an in
heritance of immortal or criminal

provide a School and Home for
them.
