We recommend that our repre
sentative and senator amend the
law providing for two terms of
superior court a year and provide
for four terms a year of one week
each, and we further recommend
that, they introduce a Dill provid
ing for cominissoiners of roads and

Toombs county into three Com
missioner Districts and tile elec
tion of one commissioner from
each district, sain election to he
made by the Grand Jurv at the
next term cf Superior Court of
Toombs County, ahd that their
paluries he fixed at $55 00 per day,
provided they shall not serve more
that three days in each month,ex
cept the commissioner m whose
district the convicts are at work,
and that we recommend that S
B. Meadows, E. J. Giles and the
Ordinary confer with and assist
our representative in drafting the
bill and subdividing the county.
We recommend that the Ordi
nary or whoever has charge of conn
ty affairs employ an auditor to act
with S. J. Bland,J. P. Collins and
R. C. Giles, a committee appoint
ed by this body to audit the books
of the County Officers.
We recommend that in the fu
ture no person be put on the pau
pers list of this county who has not
been a resident of the county for
three years.
We recommend that the Ordi
nary proceed at once with Geo. N.
Matthews, W. C. P. Smith, I. P.
Crutchfield and W. T. Mayo, as a
committee, to erect a new roof on
the court house, requiring the con
tractor who shall do the work to
give a surety bond guaranteeing
the work for ten years, and we
recommend that the committee be
paid $2.00 per day for their ser
vices .
We herewith submit the report

We also recommend that if the
Ordinary Pas any funds that are
not necessary to use for the pur
poses levied for the ypar 1912 that
he be allowed to use them for
other purposes for the county.
We recommend that the Ordi
nary dispense with the use of lum
ber in bridging email streams and
build, with rock, fords across
them.
Wo also recommend that the
Ordinary comply with the Toombs
County Road Law, depositing the
funds in whichever bank will pay
the best rate of interest on daily
balances, and specify the amount
levied this year for bridge purpos
es.
We recommend that the Clerk
of this body be paid the sum of
$12.50 for extra services rendered,
and we futhur recommend that
these presentments be published
in The Lyons Progress, Vidalia
Advance and The Toombs County
Local and that they be paid $lO
each for same

REPORT OF SCHOOL COMMISIONER.
To the Honorable Foreman and
Gentlemen of the Grand Jury
of Toombs County :
Gentleman : In compliance with
the law I hereby submit to yoiir
Honorable body my report as
County Superintendent of schools
for the year 1911
First—l wish to say that the
public schools m any county are
just what the people make them;
that is the schools are good or
poor in proportion to the amount
of interest, zeal, entbuasiam and
financial backing the several com
munities put into them
Gentleman, there is great room
for improvement in the way of
better school houses, it has been
mv observation in every insta ice,
when the school houses and equip
ment ure poor, that t lie attendance
is also poor. I have done my best
to secure the very best, teachers
that could be employed under the
circumstances, and L believe we
had as good class of teachers for
1911 as we ever had.
81 White and 12 colored schools
were operated duriug the year of
1911. Os the 81 white schools,29
were one-teacher schools and 5
schools had more than one teach
er The length of term was live
months and will remain so for
1912.
Os the 47 white teacheis engaged
in 1911 29 held first-giade license.
10 second-grade and 6 third grade
Our teachers last vear, with few
exceptions, rendered faithful and
efficient services, us efficient as
could reasonably be expected un
der th«- existing circumstances.
The Board paid white teachers
from $25 to $557 50 per month and
colored teachers from sl2 to s2l
per month.

Now, gentleman, I don’t think
it is necessary for me to say much
more, for you all know the situa
tion. You come from every part
of the county. I would ask you
to make such recommendations as
will be of benefit to the school in
terest of this county, especially if
you can suggest anything that will
help the people and get them to
send their children to school every
duv of the school term, and, you
will be doing a grand work for
your county.
I will say, gentleman, as I take
leave of you, that the trust re
posed in you is a sacred one and
your Honorable body can be and
ought to be a most powerful factor
in the moral and educational up
building of our countv.

Dear Sir:—ln accordance with
your request, we have made an ex
amination of the books and re
cords of the Toombs Countv“Rnad
Fund,” for the period July 1 1911
to December 81st, 1911, and also
placed the books in balance. We
submit herewith our report con
sisting of Exhibits, as follows:
“Exhibit A” Receipts and Dis
bursements. “Exhibit B” State
ment of Indebtedness.
On “Exhibit B” we have shown
under Accounts Pavable, the
amount of unpaid bills, which
were in the office at the timo of
our examination, all of which were
contracted prior to Judge Mason’s
death. These accounts were not
confirmed by letters from credi
tors owing to time being limited,
consequently, we are unable to
state whether this covers all the
liabilities.
Thegrading and buildinsr of the
public road, known as the “Block
er Mill Road,” which is about two
ai d one half (2s) miles long, was
given out by contract (by G. T.
Mason) to G W. Futral at $750
per mile, aggregating $1,875 00 of
which $921.50 has been paid and
charged to G-WLFutraFs account
On completion of this work, same
should be charged to the Militia
