As n matter of interstate comity this is all well enough, hut there h evident in the fact of Mich n military display at the National Capitol a deeper idea than that carried hy the mere courtesy of the vitation. When Mr Hives was inaug urated Gen Grant declared that he would see him duly installed into the Presidcns ey, and to this end concentrated the military at Washington. Now that Gen Garfield is to be in .1 acted into the Freni - dent ml office, a formal invitation is ex tended to nil the military organizations oi the Union.
