Not less th ii one hundred and fifty farmer*4f Talbot county borrowed mon ey in 1879. under the operations of the 12 per ceut low, and the record* of ou* courts fail to h’jow ps irmay hh five still* brought upon the ti'aafcaetiuns of that y*ar for money loaned. The Awlry bill virtually killed credit for the farmers, who have no commercial collaterals to of fer hk security tor their debts. Under the Awtry law, on all claim* where the rate of in*crest ih greater than 7 per cent, it is necessity in Buipg upon them to have it affirmatively appear by proof that no gr.uter rut© of interest than that claimed in Hie instrument has been charg ed. This virtually places the claim upon the game biv-is us an ©pen account, making it objectionable on this ground, as well as lor its other credit-killing feat ures. It would bo better to reinstate the 12 per cent, law and allow parties to waive the homestead, than to vitiate the credit of the farmers of the state, who are now paying for nil good* bought ou time a lurger percent, than any legitimate busi cegb iu the world will bear. The fir mer must have relit*!. The laws shonUl eoniititnle his real e*taL n collateral for money loaned, and lit should bo protec ted in the exercise of tho right lo nse it in that way if he so desire*. The best credit of n country is established by stringent collection laws. No chins of people pay their debts more willingly than the farmers. While the creditor (. lane should be protected, it should not be allowed lo oppress borrowers by exorb itant rates of iu erest. The later in turn, while receiving the beneficent * of a liberal ioteret law, should know tb it their obligations must bo met promptly, the same being collectable by summary process. The necessities of the j oople call lor a repeal of the Awtty law, which has brought more hard*hip on the people since it went into operation than all the other financial agencies combined with which tho larmer !ihs*o deal.
