Re-Districting the State.

introduced in ihe legislature divides
the state i.To ten districts. Some al
terations may be necessary, if we have
proper regard fer the location of
counties and other facts, which woul I
seem to justify a modification of the
bill. Uy the new bill tiic following
counties would compose the Thbd
district, with an aggregate population
ot about 154,466 : Randolph, Ter
roll, Sumter, Dooley, Wilcox, Quit
man, Stewart, WeDster,Schley, Marion,
Chattahoochee, Muscogee, Talbot,
Tayl r, Macon,
The fourth district would be com
posed cf the following counties: Har
ris, Heard, Troup, Carroll, Douglas,
Campbell, Coweta,Fayette, Mcriwcth
ei, P.ke, Upson. .
“it will be seen that Muscogee, Tal
bot, Marion and Chattahoochee conn
ties are put in the 3. 1 and Harris.
Heard, Troup, Carroll, Douglas,
Campbell, Coweta and Meriwether
would remain in the new 4th district,
keeping all the trans-mountain coun
ties with Harris, and throwing Musco
gee, Talbot, Marion and Chattahoo
chee will, new associates.”

Sections 1449 to 1455 of the code
of Georgia constitute the authority on
which an election is based. Provis
ion is made for the confining of ani
mals, how and when animals may lie
impounded, how impounded animals
may be disposed of, for illegal im
pounding, the 1454th section making
it lawful, in case of litigation, for the
owner of animals impounded to re
deem or replevy the same by giving
bond with sufficient security.
Section 1449, • sa )’ s that, in each and
every county in this State which shall
adopt the provisions of the six sec
tions, referred to, and in the manner
provided, the boundary lines of each
lot, tract or parcel of land in said
county shall lie, an 1 the same are
hereby declared, a Lawful fence.
If tlie lawful nvtjority in the elec
tion shall be, “no fence,” then the
provisions of the six sections shall
take effect in the covnty votinj six
months thereafter.
We have thus briefly indicated the
provisions of he tedious ml r which
a “fence law,” or a “no fence” law is
obtained. The abolition of fen ;ing
farms, as a system, will not be abol
ished, and no one will be prohibited ,
from keeping up as much fencing as 1
may be desired. The intention is to
economize the labor and money an
nuafly inv, ted in*the building and
keeping fences in the county, and not
to work an inconvenience or hardship
on any one who might not be favora
bly affected by it. In voting in a
question of this charac'er we should
not be influenced by personal consid
erations, but from a thorough and un
prejudiced estimate of how this law
would effect t e peolc of the entire
county. It is not merely n qtestion of
present expense in fences, but of pros
pective investment, together with the
needs the more progressive future of
our county may ! ring with it for bet
ter and more expensive enclosures of
the (arms.
It is, futhemiore, a question of loss
or gain. Are our crops more valuable
than our stock? If t.iey are, and we
presume no ouc would deny it, fence
in the stock—and if this should not
be found profitable, a stile of all stock
which are not profitable should at
once oe effected. It is a question
which is pushing itself on more com
munities than this for solution.
The very men who make laws do
not observe them. Why should the
Legislature meet again next summer?
The constitution of Georgia prohibits
it! Instead of one session in two
years, they have two in one) ear.

the adjourned session in July.
Amending the new Code just issu
ed in about a hundred or more of bi
sections, some changes for the public
good and others to suit the private
purposes of interesting parties.
Submitting to the people a half
dozen amendments to the new con
stitution, some of which were defea
ted by the previous General Assem
bly, and few of which will succeed in
the present one on the final vote.
The l.egislature w ill do a wise thing
to let guano contracts alone, else,
there can be no more sold on credit.
