Tho recent and; cision of the Illinois supreme court altirming the right of aStalo to regulate passenger and freight lates beyond its limits, will, if confirmed by the Uoi'.ed States supremo court, revolutionize freights nnd fares throughout the country. The decision wasri iidered in a cao in which freight going out of the Stato was involved. The freight was carried 100 mil3 in the State and 800 in other Slates. The coart held ihat Illinois could regulate the rate to the point of destination—at least to the extent of preventing discrimination—and that the States outside of Illinois, through which the freight was carried had no voice iu the matter. Tho Illinois court, in otther words, decided that the Slate from which freight starts can say at what, rate it shall be carried, no matter how distant its destination may be. The law at the point ot departure is the law of ihe Whole carriage, and tho importing State must consult the rules and rates of the exporting State. It is Probable.
