the county commissioners': to have
the line run, and this petition was'
signed by the beatpeople of both
districts. The first Tuesday in July
was tho day appointed by the com*

^tne. Good counsel was employed
on both sides and everything went
to show that the day would be an
exciting one. Capt. Gordon noti
fied Ids son “Chunk,” of Gwinnett,
and his nephew, Tom Vincent, of
Madison county, of the day of the
• trial and requested them to be in
Madison on that day. Sending for
these men plainly snowed that the
Captain intended to have a row if
the cuse wsa decided against him.
The day came, the trial was had,
and. the cate decided against the
Captain. Now this should have
been an end to the whole matter
.and would have'been but for the
Gordons, who were not satisfied
with the decision of the commis
sioners, and asserted that the thing
hid to sbga.settled, and dared the
Cr^wfarda-to go ibe upper road.
Now this' upper road is the one that
the Crawfords always go, and is two
or iSrte miles nearer for them than
any other route, and of course they
never intended going any other
way. The Gordon’s Jeft Madison

his home honestly at heart, baa bad

in your paper and eftei wards copied
into the Atlanta Constitution. This
startling paragraph stated that the

Mr. Russell, ol Clarke, introduced
a very important measure in the
bouse yesterday in the shape of
“a bill to place the benefits of a lib
eral education in the reach of all
young Georgians by providing the
means for the education ot younp-
men from each county and senatori
al district in the state who are una -
ble to pay their owo expenses." A
constitution roan bad a conversation
with Mr. Russell as to the provis
ions and objects of this bill. Said
be: “The two chief charges made
against the University by those who
are unfriendly to it, are that its ben-
fits only reach the rich, while all the
state helps bear the burden of in
support, and that its students are
only from a few counties of the
state, which are alone benefited.
The latter charge is etirely ground
leas, but.the first ii true to this ex
tent: That there ere a large clast of
poor young boys all over the state
who have bright minds and are
worthy of a liberal education, and
if educated, would reflect honor on
the state, who ara too poor to pay
railroad company at the time ol the. their college expenses anti to whom
transfer of the North-Eatacrn rail
road. It la also a public tact that
the Richmond & Danville, with its
various connections, has been leased
or is now controlled by the East
Tennessee, Virginia and Georgia
system. Now for a few quotations
from the contract made with the
city of Athens and said companies.
First, then, for the rates of freight
guaranteed through Wolf Cieek
connection as follows:
That when the said Richmond &
Danville railroad company obtains a
railroad connection with the west,
at Knoxville, Tenn., either through
Rabun Gap or Wolf Creek, it will,
in all cases, make the rate* between
Athena and all western points so
reached as low as any that may be
at the same time given by it to At

eus would have no right to com
plain; but if it can be shown that
the lease results in establishing a
different rate of freight from that
which would have obtained, had it
remained in the hands of the Rich-
moud & Danville company, then we
believe that the matter should be set
right by arbitrators or by a suit for
damage* by the city. Let ua sup
pose, however, that the city of Ath
ens on the one part and the Termi
nal Company on the other, appoint
arbitrators, and that they faithfully
and honestly adhere to the plain
terms of the contract, thereby giv
ing Athens eastern and western
freight rates in accordance with her
desire when the gave the North-
Eistern R. R. away. What more
could the city w ieii for, except rail
roads In other directions? This
seems an easy and rapid solution of
the whole question, and one upon
which all parties could uuile. We
believe that the people of Athena
would overwhelmingly endorse a
southern extension under such cir
cumstances. Lei the city govern
ment try this experiment and see W

tract. It will he ea-y to ascertain if
the railroad authorities will meet the
arbitrators on the part of the city
under the terms of the contract, and
then the people will know just what
rates of freight they can rely on.
We believe this count would result
ib great satisfaction to the citizens
as well at railroad authorities, and
that the final outcome would be a
boom for a southern extension that
would insure its success. Let the

and books while pursuing their

those hoys in our state who want an
education and deserve it, but are
unable to obtain it. It provides that
each county shall he entitled to at
many schofai ships as it has repre
sentatives, and each senator may
appoint one, and the governor name
tix, making 225 in all. Each bene
ficiary of a scholarship will receive
(280 per annum with which to pay-
all his expenses and relieve his mind
of every care except the pursuit of
hit studies. Each free scholarship
■bust be filled by a bona fide resi
dent of his county or senatorial dis
trict as the case may be, and no one
shall remain over four years."

“How are these scholarships to
be maintained, and will not the
amount be very large?”
“The bill provides that the bene
ficiaries of the scholarships shall be
paid by the state treasurer on their
endorsement and the forwarding of
their notes payable to him for the
annual amount. The total amount
will be 163,000 per annum or seven
>er cent, on a donation ot $900,000,
or which the governor is author,
ized to issue an obligation running
fifty year* in the same way as other
funds ol the university. The amount
may seem large, but when you take
into consideration that it will reach
every section and every county of
the state, and when, further, it ii
compared with the amounts ex
pended on other public institutions,
and, lastly, when we contemplate
the great benefits to accrue to the
state at large, it dwindles into com
parative insignificance. For this
sunt of $63,000 per annum we ex
tend the benefits of a liberal educa
tion, not only in name, but in fact,
to all the young men in the state,
and make the state university such,
not only in name, but in reality, and
an institution in which the state, as
such, can feel laudable pride.”
“Will not this annual appropria
tion increase the rate of taxation in
the state?’’
“No, sir, it will not. The slate
will save annually about $90,000
annually in the way of the decrease
in interest caused by the issuance
of the new bonds at 44 per cent.,

uted to the counties for the free
scholarships and still leave a neat
sum from the state’s present in
come.”

"This I am unable to say at pres
ent. I introduced it on my own
motion, without consultation with
the trustees or any officers of the
university, simply because, as a
Georgian, I believe the passage of
such a measure would be greatly to
the interest of thestate and promote
its material welfare. This will be a
question which will address itself to
the sound discretion of the general
assembly, and its benefits are so
equally and equitably distributed
that I have every reason to believe
it will receive favorable considera
tion. The state of Virginia, with
all her financial embarrassment, has
never failed to appropriate $40,000
per annum to her state university,
and other ttstet give larger sums,
and yet even tuition, to far from
being free, costa $150 per annum,
and the boys who attend are noted
as being generally tons of wealthy
parent.. There is another provision
in the bill, however, which will
yearly lessen the amount required
to provide for the free scholarships,”

loaned to the student, and maoy of
them will repay it with the interest.
These payments when made will
