of the supreme court and a trustee of the
University of Georgia, hu been elected
trustee of the University of the South, at
Sewanee, Tenn., by the recent Episcopal
convocation in Rome.
There has been aome sharp sparring in
Richmond county over the presentments
of the grind jury, just adjourned. That
body hu recommended a few radical re
forms, among them the separation of the
offices of Judge of the city court snd the
management of county affairs. By the
set which crested the city court, and by
a subsequent act relating to the city
judge, that officer has been made com
missioner of roads and revenues of Rich
mond county.
So far as we know, the administration
of Hon W. F. Eve hu been in the main
intelligent and satisfactory. There wu
aome complaint in the late presentment*
over the management of the pauper farm <
and items of extravigance were adduced.
Judge Eve is known to be s faithful and
haneit official, who is, however, charged
with s superabundance of power. He
is empowered with the full functions of
a city jdtlge, together with much of the
duty usually entrusted to the ordinary
or to s board of county commissioners,
it is a mingling of executive with judi
cial power, which has not been regarded
with favor, snd for some years the peo
ple have been agilsting its divorcement.
To us the grand jury recommendations
seem to be plain and sensible, and the
people should see, ts far as possible,
that they are carried out.
The matter of insolvent costs has been
fully treated. In the general law now of
force in most of the counties
in this State, all tho costs attaching to
the drawing of indictments, recording of
same, Herring of papers anil conviction of
criminals, are entered up to the credit of
solicitor, clerk and sheriff, and these offi
cers are paid off ss other fines and for
feitures are collected. Of course the in
solvent costs amount to quite a sum, snd
tho amount collected from criminals who
pay, compared to that charged against
criminals who do not pay, is very small,
and tho bill of insolvent costs is rarely
settled.
In Richmond county a special law al
lows the clerk, sheriff, superior and cily
court solicitors to collect these insolvent
costa from the county treasury, a sum
which mounts up largely in the course of
the year. It was this practice that tho
grand jury set themselves to regulste,
snd s large number of tho good citizens
of Richmond county endoised those re
commendations. We do not know wheth
er the grand jury suggested the repeal of
this special law, or placing a Small limit
to tho payment of ^insolvent costs,
ss is the csso in Clarko; but
that some sort of reform is needed in
this matter, must be very evident
We havo noticed this affair at length,
because the agitatio* has begun to attract
considerable attention, and because
theso are matters in which every oounty
in Georgia is interested. The gentlemen
whom these reforms would affect are
honest, capable and worthy officers, all of
them known personally to tho writer.
Wo believe, too, that as a general thing
public salaries in Georgia are too small
but the powers snd emoluments of some
of these county officers as shown by the
late graodjury of Richmond county need
amending, and we are compelled as
public journal to endorse in spirit snd
substance the presentments of theirgrud
jury.
