PURE FOOD DIVISION
Also Cuts Off Six Long

Atlanta, Ga., July 31.—Complete re
organization of the pure food division
of the state department of agriculture,
necessitated by the fact that the work
had long since outgrown the capacity
of one man, has already produced im
portant results.
Formerly Pure Food Inspector P. A.
Methvin was supposed to have the as
sistance in making inspections of foods
and feeds, of the six long term fertil
izer inspectors, when the fertilizer
season was over. Interesting in theory,
this plan never worked out in practice,
as these inspectors rendered little, if
any service, to the food department.
Realizing the necessity for proper
food inspection, Commissioner J. J.
Brown has appointed three inspectors
especially detailed to this department,
and schooled in the laws governing
foods and their sale. These inspectors
have already begun a systematic tour
of the state in which, before they fin
ish, they will take in everyone of the
3,862 cities, towns and villages in
Georgia, post dealers and manufac
turers as to the food laws, take sam
ples wherever necessary and co-oper
ate completely with all local sanitary
and health authorities The food de
partment is thus prepared to render
any assistance necessary to any com
munity desiring it.

being made of all samples submitted.
The department will co-operate also
with the national pure food bureau, to
the end that the people of Georgia
may he given the best possible ser
vice.
Commissioner Brown has instructed
the pure food department that the
pure food laws must be positively en
forced. Foods not meeting the require
ments of the law will be condemned,
and where occasion calls for it the
law' will be enforced by prosecution
in the courts. The food department
will also issue monthly bulletins for
the benefit of producers, dealers and
consumers. There will be no loose ends
and every case will be dealt with.

By cutting off the six long term fer
tilizer inspectors now provided for by
law, and making their period of ser
\ icc subject to conditions and in the
discretion of the department, Commis
sioner Brown expects to save between
?.*,OOO and $6,000 annually, which may
be devoted to other purposes in the
interests of agricultural development.
The commissioner has asked the leg
islature to make this change in the
law in the interest of economy. Fer
tilizers are all inspected within a per
iod of a few months, so that the large
bulk of the product is easily handled
bv the short term inspectors anyway.
The long term men have, therefore,
had practically nothing to do outside
the season, and the proposal to pay
them a per diem only when they are
atcually in service, will bring about
the saving indicated with which much
of positive benefit to the farmers of
the state can be done. It is conceded
that the Georgia farmers are entitled
to every service that can be rendered
them with the proceeds of the inspec
tion of a product of which they are
the sole consumers.

The department is desirous that ev
ery farmer in the state should know
that under the law he is entitled, ifiie
wishes it, to a special inspection and
analysis of the fertilizers which lie
has purchased. Hundreds of these
special analysis were made during the
recent fertilizer season, and this work
has been completely finished by the
department earlier than ever before
in its history.
Whenever a special inspection is
asked, an inspector is sent to where
the particular fertilizers are stored
. and careful samples taken. These
analyzed by the state chemist prompt
ly and a report made by the commis
sioner to the consumer. Every farmer
in Georgia is entitled to the benefits
of this law whenever he desires it,
| and the department will see to it that
: prmnpt and accurate report is made.

CIRCULATING LIBRARIES BILL
before GENERAL ASSEMBLY.
One of the most important bills be
fore this session of the general as
sembly affecting the state as a whole
is the bill providing for an appropria
tion of $5,000 to be spent by the Geor
gia State Library Commission in es
tablishing and maintaining a system of
circulating or traveling libraries for
the rural communities of the state.
This bill has been endorsed by the
Georgia State Federation of Woman’s
Clubs of which Mrs. Nellie Peters
Black is president and by the Georgia
Library Association of which Chancel
lor Barrow of the I Diversity of Geor
gia is president.
If this bill is passed it will mean
that any rural community in the state
can have the loan of t>o or more books i
on any subjects desired for a period |
of three to six months and at the end .
