SANITARY CONDITIONS

school houses I consider not only in
sanitary but immoral. We can hardly
expect the best thoughts to come from
children when we subject them daily
to such insanitary conditions and
stench as obtain at the school houses
in Cartersvivle. At one of the schools
the seat had been used as a depository
and there were indications that sev
eial of the pupils had resorted to this
practice.
The general surface conditions of
Cartersville are far from good. The
city is located in a basin, as it w'ere,
and the extensive watershed surround
ing the city makes it necessary that
special attention be paid to the general
surface drainage, otherwise extensive
mosquito breeding and soil pollution
will occur, and this means typhoid and
malaria.
The present insanitary conditions
existing at Cartersville are especially
favorable for giving rise to typhoid
fever, dysentery and malaria fever.
My inspection leads me to think that
practically all the typhoid fever cases
in Cartersville and immediate vicinity
at the moment origiiyite there eitlier
from surface wells, infection carried
by flies or personal contact. There was
no evidence that would lead me to be
lieve that the city supply is in any
way responsible for any case of ty
phoid fever now present at Carters
ville.
Recommendations
Ist. That all persons at Cartersville
and immediate vicinity be vaccinated
against typhoid fever.
2d. That a general clean up be made
of all premises, public and private.
The grass, weeds, etc., in the open
ditches, vacant lots and around every
dwelling be cut close to the ground
for a distance of not less than 300 feet
and preferably 1000 feet, ail cut grass
and weeds to be collected and disposed
of by burning or burying. All tin cans
botttes and every article capable of
holding water should be collected and
buried All pools of water should be
drained or oiled.
3d. That Cartersville organize a
local Hoard of Health and appropriate
funds for its activities. That all aid
be given toward the adoption of the
Ellis Health Law.
4th. That all new cases of sickness
in which there is a doubt as to the
nature of the illness should be report
ed and considered as contagious and

uth. The blood specimens from all
suspicious cases be forwarded to the
State Board of Health for examination.
6th. Inasmuch as there is an almost
epidemic of typhoid and malaria
throughout Bartow county, I would
earnestly recommend that the County
Commissioners and County Board of
Health adopt the State Board of
Health's co-operative plan for an in
tensive soil pollution campaign for Bar
tow county.
7th. That as soon as practicable, a
modern sewerage system be installed
at Cartersville and that every habita
tion within jurisdiction of the ciiy be
required to connect with the city’s
sewer and water mains.
Sth. 1 earnestly recommend that all
Surface wells be abolished at once as
a source of water supply. Homes not
tcached by the present system of
mains and must depend upon wells
should boil their water before using
same.
9th. That all perons be advised to
protect themselves against mosquitoes
bv the use of mosquito bars at night
and to screen their homes.

about some dental work. The price
quoted was satisfactory and the work
