Tixation Not Always Properly Classed
As a Burden.
We speak of taxes as a burden. It is
ly truth to speak of certain taxes

The power of tax is the life blood of
the state, but the power should be

seeds of death. It is a crime to use the
power to crush, or for the purpose of
equalizing fortunes, but it is benefi
cent to use it for the public good, lay

7he New Law Should Prove Greatly
Beneficial.
The object of the law is not to in
crease the burden of taxation, but

'o the act of the General Assembly of 1913, I must close rr y books on the Ist day of May and turn the same over to
the Tax Board of Commissioners. H o ace the importance of giving in your tax before May Ist to avoid a double tax
by the Board of Tax Commissioners. I trust all persons will give their returns careful attention and avoid trouble
for themselves and the tax receiver. My Instructions are imperative and I will be compelled to reject returns not
■lade out and filled as the law requires. By an act of the General Assembly, approved August 22, 1905, I am required

taxation. At best most taxes are shift
ed to “the man under.” The consumer
generally pays the tax. This is not t
excite prejudice but is a statement of
a lact essential to a proper understand
ing of the case.

Property values grow as the people
grow in intelligence, and property val
ues shrink as the blighting curse of
ignorance casts its shadow over th’>

The Financial Problem of the State
Serious.
The financial problem which con
fronts this state is critical and serious.
"he existing condition, of a depleted
tieasury and a tax rate strained to its
limit, whereby increased appropria
tions are not reflected in the tax rate,
is obliged to be fundamentally wrong,
and violative of the rule of checks and
balances characteristic of our organic
law.
A legislature in Geogia may under
present conditions, vote appropria
tions, and make the defense theret >
before the people that it is not costing
them one cent of additional taxes
This defense satisfies the people gen
erally for they have not understood
the situation.
While it is true the tax rate is net
raised, but only for the reason It can
not, for it already stands in the very
h'ghest notch which the constitution
o? the state permits.
Appropriations are voted and the
governor and treasurer are left to pay
them, with not a cent of money with
v'bich to pay them. These appropria
tions become a debt, contrary to the
constitution. The remedy is to in
crease the volume of property and re
duce the high tax rate now prevailing
s that each appropriation will neces
sarily reflect itself in the tax rate; and
no legislature will vote for an appro
priation which could not be defended
before the people at home. Georgia
must change these present conditions
or she is yet to face deeper humila
tion.
Every man who loves his state
should feel it his duty to come to the
state’s rescue. The knowledge has gone
abroad that the state is not paying
her debts. Some of the sister states
deride Georgia’s situation, and chide
her boast of being the ‘‘Empire Sta l e
of the South.”
We are obliged to concede, in the
light of the record, that we have not
been as considerate af the state’s good
name as the state deserves. There i:
no good excuse we can offer for plac
ing the state in this embarrassment
but we have permitted it more from
lack of information than lack of loy
ally.
The people of Georgia now under
stand the situation; and the people of
Georgia now give notice to Georgia's
Sister States that Georgia will, on the
20th of December, 1914, pay her debt
&r.d claim again her rightful place in
the Sisterhood, redeemed.
NEW LOCKER CLUBS
GIVEN LICENSES
Atlanta, Ga., February 11. —So far
as Atlanta’s city government is con
cerned, the locker clubs are here to
stay. The mayor and council have not
only renewed the licenses and per
mits of all the old locker clubs, but
have given new ones the right to open
“I do not favor giving a license to
one club and refusing it to another,’’
t,he mayor said in signing the licenses.
‘Council is not the judge of whether
a club violates the law. The police de
partment is established for that pur
pose.”
This means that the Men and Re
ligion Forward Movement and the
Evangelical Ministers Association,
which have combined forces in an ef
fort to stamp out the locker clubs,
will hajve to have recourse to the
courts. They are now trying to ge'
(he grand jury to act, and in th?
event they fail dh that, they will em
ploy private counsel, It is understood,
and try to close the clubs by injunc
tion.
The outcome of the fight is admitted
by both sides to be problematical.

THE GOVERNMENT
Atlanta. Ga., Feb. 11.—That the
progress and rights of the south unde*-
the new system of agricultural aid
from the government depended en
tirely upon the success of Senator
Hoke Smith’s fight to block th
rmendment offered by Senator Cum
mins, of lowa, iS beginning to be clear
ly understood by Georgia farmers and
agriculture experts in this section who
have studied th© new measure.
The bill as originally introduced by
Senator Smith and Congressman Lever
provided that the funds should be ap
puopriated among the states on a basis
cf rural population. Senator Cummins
urged an amendment making the num
ber of acres tilled the basis of distri
bution, a plan which' would have giver.
